    EXH 2090 (AR 033510): Annual Stormwater Monitoring RP STIA Jul 1, 1996–May 31, 1997

This 1997 Annual Stormwater Monitoring Report, prepared by Scott Tobiason of Port of Seattle Environmental Services, documents water quality data collected from Seattle-Tacoma International Airport's stormwater discharges between July 1, 1996 and May 31, 1997. The report analyzes discharge samples from stormwater outfalls across the airport's drainage basins, comparing results to regional and national benchmarks, and notes that improvements from newly installed Best Management Practices (BMPs) would be evaluated in the following year's report. It was submitted to the Washington Department of Ecology in fulfillment of Special Condition S.9 of the airport's NPDES permit.

Exhibit AR022300: Port Of Seattle Storm Water Receiving Environment Monitoring Report for NPDES Permit No. WA-002465-1

This June 1997 report, prepared by the Port of Seattle for Washington State's Department of Ecology, presents storm water receiving environment monitoring results conducted under NPDES Permit No. WA-002465-1. It covers water quality topics including instream toxicity bioassays, sediment quality, identification of pollution sources, metals speciation, vegetation management, and streambank erosion in Miller Creek and Des Moines Creek watersheds near Sea-Tac Airport. The findings assess the environmental impact of airport storm water runoff on local waterways and identify contributing pollution sources within each creek basin.

EXH AR026790: NPDES Permit WA-002465-1 Modification Response to Comments

This 1996 document summarizes public responses to a proposed modification of the water discharge permit (NPDES Permit No. WA-002465-1) for Sea-Tac International Airport, operated by the Port of Seattle. It addresses concerns raised at a June 1996 public hearing in Burien, WA, including questions about self-monitoring of water samples, erosion and water flow in Miller Creek, and the Department of Ecology's enforcement and fining process. The document outlines how Ecology responded to community concerns and describes permit changes, such as a new condition requiring the Port to assess the airport's impact on local creek hydrology.

EXH AR024562: Analysis of Regulatory Issues — NPDES Permit Program Municipal & Industrial Stormwater Discharges

A 1995 Washington Department of Ecology staff discussion paper analyzes regulatory challenges in applying the NPDES permit program to municipal and industrial stormwater discharges, focusing on how to ensure such discharges comply with Clean Water Act water quality standards. The paper explores questions around defining 'Waters of the State,' determining compliance monitoring points, and identifying which permitted dischargers require water-quality-based effluent limitations. Note that this paper does not represent official Ecology policy and was intended to stimulate internal discussion and policy decisions.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
