Draft document from Washington State Department of Ecology (Ecology) setting out recommendations for a Low Flow Technical Report and Low Flow Operation Plan in the context of the Sea-Tac Airport third runway MPU development. AR023831. The Low Flow Technical Report must comply with WAC 173-240 and the King County Design Manual, contain all calculations, assumptions, conceptual design analysis, and geotechnical and hydrological design, and be stamped by a licensed civil engineer registered in Washington State. The Low Flow Operation Plan must detail how stormwater and/or groundwater will be managed to mitigate low flow impacts, describe operation and maintenance of low flow augmentation facilities, identify performance standards, and list methods to ensure those standards are met.
