  • UproarLA: Nextgen Nightmare @ Burbank Airport (FAA and BUR LIED)

FAA and BUR LIED | www.uproarla.org UproarLA has discovered the truth of how San Fernando Valley communities were sacrificed by the FAA and Burbank Airport in the name of efficiency and NextGen technology. Burbank Airport was alerted back in 2015 that new “condensed” flight paths would inundate quiet neighborhoods with airplane noise and pollution, and

Vaughn v. Federal Aviation Administration: Judgment and Memorandum, D.C. Circuit Court of Appeals, No. 16-1377

A federal appeals court denied petitions challenging the FAA's 2016 SoCal Metroplex project, which redesigned flight paths at several Southern California airports to improve air-traffic efficiency. Residents and local groups argued the FAA failed to adequately study increased noise, air emissions, and cumulative environmental impacts under federal law, but the court found the FAA's environmental analysis was reasonable and legally sound. The court upheld the FAA's Finding of No Significant Impact, concluding the agency had taken the required 'hard look' at environmental consequences before implementing the new flight routes.

As Sea-Tac Airport traffic booms, distant neighborhoods are noisy despite FAA plan

Sea-Tac Airport traffic is growing rapidly and set to expand further as the region’s economy booms. But in cities from Shoreline to Des Moines, airplane noise is raising increased concern among residents. Promised relief from a project called “Greener Skies over Seattle” never materialized. White paper: 2018 FAA Reauthorization noise provisions

This white paper analyzes the noise-related provisions of the FAA Reauthorization Act of 2018 (H.R. 302), which reauthorized the FAA through fiscal year 2023 and included 14 provisions directly or indirectly addressing aircraft noise. Key measures require the FAA to study alternative noise metrics to replace the Day-Night Average Sound Level (DNL) standard, update Noise Exposure Maps when operations change significantly, and consider dispersal headings for new flight procedures to reduce community noise impacts. Seattle is among the cities specifically identified for a health impacts study related to aviation noise, making these provisions particularly relevant to Sea-Tac Airport stakeholders.

Seattle Times 24 hours of arrivals at Sea-Tac Greener Skies not implemented on west side of zipper merge

A flight-track map published by The Seattle Times (graphic by Emily M. Eng, sources: Port of Seattle and Esri) showing all arriving flights at Seattle-Tacoma International Airport on September 24, 2018. The graphic illustrates that the Greener Skies plan's westside-arrival procedure had not been implemented as designed, with planes flying up to 15 miles farther north than intended rather than turning over Elliott Bay and downtown Seattle.

August 6, 2018 IN10947 The Federal Aviation Administration (FAA) has initiated changes to airspace and flight procedures to take advantage of new technologies deployed under NextGen, a comprehensive air traffic modernization initiative that relies on satellite-based navigation and tracking to improve efficiency and airspace capacity. In some neighborhoods, however, FAA’s changes have increased overflights triggering

Airport Law Digest No. 28: FAA Reauthorization, AIP Funding, FBO Pricing, and NextGen Updates

This July 2018 airport law digest covers key developments in FAA reauthorization, noting the House passed a six-year bill but Senate action remained pending, with the FAA's authorization set to expire September 30, 2018. The digest also addresses NextGen flight pattern disputes, including ongoing legal challenges relevant to airport noise impacts, such as a pending SoCal Metroplex case and Maryland petitions concerning flight paths at Reagan National and BWI airports. Additional topics include FBO pricing complaints, supplemental Airport Improvement Program funding deadlines, and concerns about firefighting chemical contamination of water supplies near airports.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
