    Beacon Hill Community Noise Team Fact Sheet

    The Beacon Hill Community Noise Team is a Seattle resident group that documented excessive noise pollution from Sea-Tac and King County airports, as well as road traffic, across 52 neighborhood sites in 2018. Their measurements found that more than half of recorded noise levels exceeded FAA mitigation thresholds, Seattle city ordinances, and EPA public health standards by up to 800%. The group is calling on local, state, and federal officials to take action, citing compounding health and socioeconomic burdens already faced by Beacon Hill's nearly 40,000 residents.

    John Parrott named CEO of Boeing Field

    Fired by former Gov. Bill Walker, the longtime manager of Ted Stevens International Airport will take over at Boeing Field in Seattle on Jan. 14 as the new airport director. The appointment comes after a highly competitive national search. John Parrott was unceremoniously dismissed by Walker last year after having managed the airport since 2008.

    King County International Airport Residential Aircraft Noise Remedy Improvements Program (RANRIP) Policies and Procedures Manual

    The King County International Airport (Boeing Field) Residential Aircraft Noise Remedy Improvements Program (RANRIP) is a sound insulation program that provides home modifications to reduce aircraft noise for eligible residents living near the airport. The program, initially approved by the FAA in November 2006 and updated in September 2012, outlines policies and procedures covering homeowner eligibility, design assessments, construction processes, and post-construction inspections. Funding for sound insulation treatments is provided through the program, with the goal of measurably reducing interior noise levels for qualifying residences within the defined noise mitigation boundary.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
