Initially approved by FAA on November 17, 2006, updated September 2012. Covers eligibility area boundary, qualification of residences, noise level assessment (DNL), pre- and post-construction noise testing, homeowner participation process, design visits, scope of work, deferral/waiver/withdrawal options, Section 106 consultation for historic homes, bidding process including federal wage determinations and non-discrimination requirements, construction process phases, post-construction warranty, as-builts, noise audits, and homeowner surveys. Administered by King County with FAA grant funding (AIP).
