Policies and Procedures Manual for the King County International Airport (Boeing Field/KCIA) Residential Aircraft Noise Remedy Improvements Program (RANRIP), also known as the Sound Insulation Program. Initially approved by FAA on November 17, 2006, updated September 2012. Covers eligibility area boundary, qualification of residences, noise level assessment (DNL), pre- and post-construction noise testing, homeowner participation process, design visits, scope of work, deferral/waiver/withdrawal options, Section 106 consultation for historic homes, bidding process including federal wage determinations and non-discrimination requirements, construction process phases, post-construction warranty, as-builts, noise audits, and homeowner surveys. Administered by King County with FAA grant funding (AIP).
