Advisory circular: Hazardous wildlife attractants on or near airports

This FAA Advisory Circular (AC 150/5200-33C), issued February 21, 2020, provides guidance on land uses and development projects near public-use airports that may attract hazardous wildlife such as birds, mammals, and reptiles, which pose serious safety and economic risks to aircraft. It outlines recommended practices for airport operators, land-use planners, and federally funded airport projects to assess and mitigate wildlife hazards, though compliance is voluntary except for airports holding operating certificates under 14 CFR Part 139 or receiving federal grant funding. The document updates and replaces the previous 2007 version of the same circular.

    Airport drives traffic enhancement briefing

This April 2018 Port of Seattle briefing examines traffic congestion challenges at Seattle-Tacoma International Airport (SEA), whose roadway system was originally designed in 1968 for just 5 million annual passengers. It reviews how a major road realignment in 2008 for Light Rail helped reduce gridlock by removing return-to-terminal loop ramps and cutting recirculating vehicle traffic by 40%. The briefing emphasizes that managing landside access at SEA requires a comprehensive, long-term strategic policy to handle the airport's growing transportation demands.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
