Washington Aviation System Plan Update: WASP Process and Schedule Flyer

The Washington State Department of Transportation (WSDOT) launched an update to the Washington Aviation System Plan (WASP) in July 2015, aimed at studying the performance of Washington's entire aviation system and identifying needed airport improvements. The plan involves analyzing aviation user requirements, airport capacity, and emerging issues such as unmanned aircraft systems, aviation fuels, and airport infrastructure funding challenges. A broad advisory committee representing airports, airlines, government agencies, and aviation associations was assembled to guide the process, which was scheduled for completion by early 2017.

These are the meeting minutes from a March 23, 1982 Policy Advisory Committee session at Sea-Tac International Airport, focused on updating the Sea-Tac/Communities Plan Noise Remedy Program. The committee discussed how to engage affected residents between South 128th and South 135th Streets through direct mailings and community outreach, debated whether to address noise impact areas individually or as a whole, and reviewed the status of ongoing housing acquisitions, with the Port having already spent $28–$29 million on housing acquisition and relocation. Key concerns included funding limitations, construction in potential acquisition zones, hardship cases for vulnerable residents, and the timeline for completing the program.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
