    HCM Signalized Intersection Capacity Analysis: SR 509 SB Ramps, NB SR 509 Ramps, and Des Moines Way S at S 128th St — 2032 No Action PM Peak

    This traffic engineering report analyzes three signalized intersections along S 128th Street near SR 509 in the Sea-Tac area under projected 2032 No Action conditions during the PM peak hour. The study finds that the SR 509 ramp intersections are operating well over capacity, with an Intersection Capacity Utilization of 104.6% and an ICU Level of Service G, while the Des Moines Way S intersection operates more acceptably at 63.3% ICU. Overall intersection control delays range from approximately 19 to 27 seconds, with most approaches functioning at Level of Service B or C.

    Commercial Aviation Work Group Annual Report

    The Washington State Commercial Aviation Work Group submitted its first annual report to the Legislature in November 2024, summarizing early organizational steps taken since its July 2024 launch. The group, created to study airport capacity needs across Washington State over the next 20 years, held only two meetings in 2024 and remained understaffed, with just 13 of 19 required voting positions filled. Notably, Governor Inslee directed that expanding existing airports must be fully considered before any new airport site is selected, with SeaTac explicitly excluded from capacity expansion discussions.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
