This interlocal agreement establishes a cooperative framework between King County, the City of Des Moines, the City of SeaTac, WSDOT, and the Port of Seattle to implement the Des Moines Creek Basin Plan. The parties agreed to jointly fund and manage the preparation of a Final Design Report, Financing Plan, and environmental permits for capital projects addressing stormwater runoff, flooding, fish habitat, and water quality in the Des Moines Creek Basin. WSDOT's participation was motivated in part by the need to reduce the impacts of surface water runoff from State Routes 509 and 99 and Interstate 5 on the surrounding natural resource system.

Interlocal Agreement (ILA #3) entered into by King County, City of Des Moines, City of SeaTac, Washington State Department of Transportation (WSDOT), and Port of Seattle to cooperate on final design, permitting, and financing for capital projects implementing the Des Moines Creek Basin Plan. Agreement establishes the Des Moines Creek Basin Committee, designates King County Department of Natural Resources (KCDNR) as lead administrator, and authorizes preparation of a Final Design Report, Financing Plan, and Environmental Documentation for specific facilities including the Regional Detention Facility, By-pass Pipeline, Flow Augmentation Facility, and Habitat Enhancement and Restoration Projects. Authorized under RCW 39.34 (Interlocal Cooperation Act). Addresses drainage, flooding, erosion, sedimentation, fish habitat degradation, and water quality in the Des Moines Creek Basin, with WSDOT contributing due to surface water runoff from SR 509, Interstate 5, and SR 99.
