EXH AR023887: WA Dept of Ecology SEA/NWRO Environmental Programs Monthly RP Aug 2001
In August 2001, Washington State's Department of Ecology issued a 401 water quality certification to the Port of Seattle for the proposed SeaTac Third Runway, permitting construction of an 8,500-foot parallel runway involving fill of nearly 20 acres of wetlands and development of 700 acres of upland area. The certification imposed strict stormwater management and wetland mitigation conditions, including 201 acres of wetland creation and riparian restoration. The certification was subsequently appealed by the Airport Communities Coalition on August 23, 2001, with a hearing before the Pollution Control Hearings Board scheduled for March 2002. -

EXH AR026646: Response to Comment #16 — Fish Tissue Screening Concentrations Lead, Zinc, Copper, Miller Creek Cutthroat Trout
This technical memo evaluates whether lead and zinc levels found in cutthroat trout from Miller Creek pose a risk, arguing that standard tissue screening concentrations are not appropriate for trout. Using fish-specific toxicity data and bioconcentration factors, the authors derive alternative thresholds and conclude that measured metal levels in the trout fall well below harmful concentrations. The document recommends using species-specific methods rather than generic screening values when assessing metal risks to fish. -

EXH AR051181: Response to Comment #16 — Fish-Specific Tissue Screening Concentrations for Lead, Zinc, and Copper in Cutthroat Trout, Miller Creek
Response to Comment #16 by David DeForest to Linda Logan (September 2001) critiquing Shephard (1999) tissue screening concentrations (TSCs) for lead (0.32 mg/kg dw) and zinc (100 mg/kg dw) as applied to cutthroat trout from Miller Creek. Argues Shephard TSCs derived from EPA water quality criteria and bioconcentration factors (BCFs) are not appropriate for cutthroat -

EXH 455: Water Quality Cert #1996-4-02325 Fill Acceptance Conditions Third Runway Embankment pp.14–16
This document outlines Washington State Department of Ecology conditions for accepting imported fill material used in construction of Sea-Tac Airport's Third Runway and associated Master Plan improvements. It requires the Port of Seattle to submit environmental assessments of fill sources — including records reviews, site reconnaissance, and soil sampling for hazardous substances such as arsenic, lead, and mercury — at least ten business days before placing any fill. Specific contamination limits (e.g., arsenic at 20 mg/kg, lead at 220/250 mg/kg) and minimum sampling schedules based on fill volume are established to prevent toxic materials from entering state waters and wetlands. -

EXH 354: Decl. Dr. Peter Willing Support ACC Motion for Stay PCHB No. 01-133
Dr. Peter Willing, a water resources expert, submitted this declaration opposing the Department of Ecology's water quality certification for Sea-Tac Airport's proposed third runway construction. He argues that the certification relies on vague future performance expectations and unresolved contingency plans that fail to provide reasonable assurance that water quality standards will be met. His key concerns include the Port of Seattle's flawed low streamflow analysis and inadequate stormwater management plans that could perpetuate ongoing water quality violations in nearby Class AA streams.
