This document contains aerial photographs of Seattle-Tacoma International Airport (Sea-Tac) taken in 1997 and 1998 by Walker & Associates, a photogrammetric and GIS services firm based in Seattle, WA. The images show the airport's runways, taxiways, terminal area, and surrounding residential and commercial neighborhoods from above. Accompanying metadata indicates the 1997 photograph was taken on August 31, 1997, at an approximate print scale of 1 inch equals 2,300 feet, under negative number 1197 SeaTac PP-2.

Record of decision for the Master Plan Update development actions, Sea-Tac International Airport, Seattle, Washington

This 1997 Federal Aviation Administration Record of Decision granted final approval for major development actions at Seattle-Tacoma International Airport, including construction of a new 8,500-foot third parallel runway, a 600-foot extension of an existing runway, and various landside facility improvements planned through 2010. The decision followed years of environmental review, public comment, and regional planning studies aimed at addressing growing passenger demand and significant air traffic delays, particularly during poor weather conditions.

No Impact on Ground Water? Comments on DOE and Port Of Seattle Agreement for Ground Water Study at Sea-Tac Airport

A 1997 public comment letter from a Seattle resident raises concerns that a planned ground water study near Seattle-Tacoma International Airport is too limited in scope to accurately assess pollution risks to local drinking water. The author documents an airport outfall discharging oil, grease, and glycols just south of a drinking water well head, and argues the study must be expanded to include outfalls, fuel depot leaks, abandoned underground tanks, and the effects of massive planned construction. The letter urges regulators to require more rigorous sampling conditions and to openly address the water quality impacts of the airport's proposed Third Runway expansion.

Final Supplemental Environmental Impact Statement for the Proposed Master Plan Update Development Actions at Seattle-Tacoma International Airport, Volume 1: Main Text and Appendices A through C-1

This 1997 Final Supplemental Environmental Impact Statement (SEIS) examines the environmental effects of proposed expansion plans at Seattle-Tacoma International Airport, including construction of a new third parallel runway, terminal improvements, and parking upgrades. The study was prompted by faster-than-expected growth in air travel demand during the mid-1990s, which exceeded earlier forecasts and required updated analysis of noise, air quality, wetland, and community impacts. The document was jointly prepared by the FAA and the Port of Seattle to ensure the proposed developments met federal and Washington State environmental policy requirements.

Final Supplemental EIS, Appendix F: DSEIS Response to Comments — Forecasts, Do-Nothing/With Project Capacity, and Forecast Ranges

This document is part of the Final Supplemental Environmental Impact Statement for Seattle-Tacoma International Airport, addressing public comments on aviation demand forecasts and runway capacity planning. It explains how the 'Do-Nothing' and 'With Project' (Third Runway) alternatives were evaluated based on projected passenger and operations data through 2010, noting that the existing airfield has a maximum capacity of 460,000 annual operations. The document also acknowledges the inherent uncertainty in long-range aviation forecasts and clarifies that neither NEPA nor SEPA require the use of worst-case data in environmental reviews.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
