Final report by Vianair for the City of Alexandria, Fairfax County, and Prince George’s County identifying strategies to reduce aircraft noise impacts south of Ronald Reagan Washington National Airport (DCA). The South of Airport (SoA) Noise Mitigation Project presents recommendations to the FAA through the Community Working Group (CWG) and MWAA, developed by the SoA Design Team via collaboration with FAA Potomac TRACON. Recommendations cover modifications to RNAV Standard Instrument Departures (SIDs) for Runways 19 and 15, Standard Terminal Arrivals (STARs), Standard Instrument Approach Procedures (SIAPs) including RNAV (RNP) RWY 01, ILS RWY 01, and Mount Vernon Visual RWY 01, raising altitude at KATRN from 2,500 to 3,000 feet MSL, and adding a new Initial Approach Fix (IAF). Design philosophy prioritizes overflight over the Potomac River center, Optimized Profile Descent, track variability, and minimizing overflight of noise-sensitive areas including the Accokeek community. Also addresses Equivalent Lateral Separation Operations (ELSO) compliance and safety improvements.
