    EXH AR023760: Turn Basin #3 — Memo on Meeting with Port Of Seattle Officials Regarding 3rd Runway Area as Disposal Site

    A April 30, 1999 memo documents a meeting between Corps of Engineers staff and Port of Seattle officials to discuss using land near Sea-Tac Airport's proposed 3rd runway as a disposal site for approximately 60,000 cubic yards of material from the Corps' Turn Basin #3 project. Key logistics covered included hauling up to 1,000 cubic yards per day starting in late July 1999 using no more than six trucks, with no fees charged for dumping on Port property. Outstanding questions included whether the Corps' Regulatory Branch — which was simultaneously reviewing a permit for the 3rd runway — might have conflicts of interest in using that same site, and what formal agreement would be needed between the two agencies.

    EXH AR026670: Static Acute Ceriodaphnia dubia Toxicity Test — Cu, Miller Creek Site Water, Feb 1999

    This document presents results from a 48-hour acute toxicity test conducted in February 1999 for the Port of Seattle, exposing water fleas (Ceriodaphnia dubia) to copper-contaminated water collected from Miller Creek. The test found that all organisms survived at concentrations up to 50 micrograms per liter, while complete mortality occurred at concentrations of 100 micrograms per liter and above. Water quality parameters including pH, dissolved oxygen, and specific conductivity were monitored throughout the test period.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
