    Ultrafine particles: unique physicochemical properties relevant to health and disease

    Ultrafine particles (UFPs) are tiny airborne particles 100 nanometers or smaller, produced primarily by diesel combustion from road vehicles. Despite their negligible mass, they vastly outnumber larger particles in the air, can penetrate deep into the lungs and enter the bloodstream, and carry toxic compounds that pose serious health risks. Their emissions also affect rainfall patterns and climate, potentially causing broader public health impacts beyond their direct effects on the human body.

    Understanding the health effects of jet pollution around Sea-Tac Airport

    A 2019 University of Washington study found that communities within 10 miles of Seattle-Tacoma International Airport are exposed to ultrafine particle pollution uniquely linked to aircraft emissions, distinct from roadway traffic pollution. These microscopic particles — 700 times thinner than a human hair — are not currently regulated by federal or state air-quality standards, and prior research has associated them with breast cancer, heart disease, prostate cancer, and lung conditions. The policy brief calls on Washington State legislators to fund a follow-up two-year study to investigate the health impacts on nearby communities, which tend to be poorer and more racially diverse than King County as a whole.

    Federal Way Mayor and City Council Letter to UW Professors Larson and Seto Requesting Expansion of MOV-UP Ultrafine Particle Study Near Sea-Tac Airport

    In May 2019, Federal Way Mayor Jim Ferrell and the unanimous City Council wrote to University of Washington researchers requesting an expansion of the MOV-UP study measuring ultrafine particle pollution around Seattle-Tacoma International Airport. The letter calls for three key additions: a baseline measurement site unaffected by air traffic, drone-based vertical air sampling before and after aircraft landings at parks, schools, and social justice impact areas, and the design of a permanent 24/7 ultrafine particle monitoring network. The city also offered to support a Port of Seattle grant application to fund the expanded research and pledged to encourage other affected communities to join the effort.

    Ambient Ultrafine Particles Near Sea-Tac Airport: Presentation to the Federal Way Transportation & Planning Commission

    Researchers from the University of Washington studied ultrafine particles (UFPs) — tiny airborne pollutants less than 100 nanometers in diameter — near Seattle-Tacoma International Airport. Their findings highlight that jet aircraft engines produce exceptionally small particles (under 30 nanometers), while diesel vehicles also contribute elevated UFP levels within about 200 meters of major roads. Although UFPs are currently unregulated, a growing body of scientific evidence suggests they pose significant health risks to nearby communities.

    Highline Forum agenda: Ultra-Fine Particle Study Update, January 23, 2019

    The Highline Forum held its January 23, 2019 meeting at Burien City Hall, focusing on an update of the University of Washington's Ultra-Fine Particle Study presented by researchers from the UW School of Public Health.     Mobile ObserVations of Ultrafine Particles (MOV-UP) advisory

    The MOV-UP (Mobile ObserVations of Ultrafine Particles) study, presented at the Highline Forum in January 2019, was commissioned under a Washington State proviso to investigate air quality impacts from Sea-Tac Airport traffic. Researchers from the University of Washington measured ultrafine particle (UFP) concentrations in communities surrounding the airport, aiming to distinguish aircraft-related pollution from other sources. A final study report was due to local governments and the community by December 1, 2019.

    Aviation-related impacts on ultrafine particle number concentrations outside and inside residences near an airport

    A study of residences near Boston's Logan International Airport found that jet engine exhaust significantly raises ultrafine particle concentrations both outdoors and indoors, with levels roughly 1.7 times higher when winds blow from the airport's direction. Researchers monitored 16 homes located 4–6 km from the airport and confirmed that aviation-related particles penetrate inside residences, posing potential health risks to nearby communities. While focused on Logan Airport, the authors note these findings are likely applicable to other major airports, including those in dense urban areas.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
