EXH AR021078: Documents Relied On by Greg Wingard

This document is a list of environmental and regulatory records relied upon by Greg Wingard, covering Seattle-Tacoma International Airport (Sea-Tac) operations from the 1980s through 2002. It includes NPDES discharge monitoring reports, stormwater management plans, groundwater contamination assessments, and industrial wastewater treatment evaluations involving the Port of Seattle (POS) and various airline tenants such as Alaska Airlines and Northwest Airlines. The records primarily address water quality, stormwater runoff, fuel spills, and environmental compliance at the airport.

EXH 298: Declaration Paul Fendt Supporting Opposition ACC Motion Partial Summary Judgment

This declaration by Paul Fendt, a licensed civil engineer with over 18 years of stormwater experience, was submitted in support of the Port of Seattle's opposition to the Airport Communities Coalition's motion in a 2001 Washington Pollution Control Hearings Board case. Fendt explains how new airport development and impervious surfaces can impact local waterways by increasing runoff and reducing groundwater recharge, and describes the stormwater management systems required by the Washington Department of Ecology for the Port of Seattle's Master Plan Update projects. The document provides technical background on stormwater best management practices (BMPs) and regulatory requirements under Washington State and federal Clean Water Act permits.

This document is a professional resume for W.A. Rozeboom, a civil engineer and hydrologist with 20 years of experience in water resources management, surface water hydrology, and hydraulic modeling. His work has focused primarily on flood control, stormwater management, floodplain mapping, and water rights administration in Washington State, Hawaii, and other regions. This document does not appear to contain content directly relevant to Sea-Tac Airport noise policy.

EXH AR026431: Absorbent Boom in Stream Below SDS1 Outfall — Turbid Effluent Photos, Jan 28, 2002

Two photographs taken by P. Willing on January 28, 2002, document an absorbent boom placed in a stream below the SDS1 outfall, a pollution-control measure used to contain contaminants. The second photo highlights turbid (murky) effluent visible in the stream, indicating water quality concerns at the site. These images appear to be part of an environmental monitoring or spill-response record associated with drainage infrastructure near Sea-Tac Airport.

EXH AR025095: Application Site Certification — Wallula Power Project Vol. 1

This document is an Application for Site Certification for the Wallula Power Project in Washington State, submitted by Wallula Generation LLC to the State of Washington Energy Facility Site Evaluation Council. The application details water management plans for the proposed power plant, including how stormwater runoff from the 66-acre site will be captured, routed through oil/water separators, and reused in the plant's cooling tower basin. The applicant argues that this stormwater reuse strategy will reduce groundwater withdrawals from the local gravel aquifer with no net regional impact on water resources.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
