Appendix A, Section 9: Groundwater and Soil Quality — Study of the Current and Ongoing Effects of the Operation of the Seattle-Tacoma International Airport

This 2020 environmental study examines groundwater and soil quality at and around Seattle-Tacoma International Airport from 1997 to 2019, tracking changes in contamination levels and evaluating whether they stem from airport operations, other pollution sources, or stormwater runoff. The report draws on data from the Port of Seattle, surrounding cities, and state environmental agencies to assess the effectiveness of the airport's cleanup efforts and identify any contamination that may have spread beyond airport property. The underlying geology—dense glacial till soils—generally slows the movement of contaminants through the ground in the area.

Section 14: Summary — Study of the Current and Ongoing Effects of the Operation of the Seattle-Tacoma International Airport

A 2020 study evaluated the positive, negative, and neutral effects of Seattle-Tacoma International Airport on six nearby cities — Burien, Des Moines, Federal Way, Normandy Park, SeaTac, and Tukwila — using data spanning 1997 to 2019. The study found that noise was the top public concern, followed closely by air quality issues from aircraft operations, along with traffic congestion and distrust of the FAA and Port of Seattle. Researchers attempted to distinguish between impacts directly caused by airport operations and those resulting from the broader regional population growth that roughly doubled over the same period.

Airport Case Studies: NPIAS, Boston Logan International Airport — Appendix A, Section 3

This document examines how Seattle-Tacoma International Airport and comparable U.S. airports handle community noise and growth impacts, using Boston Logan International Airport as a key case study. It outlines federal NPIAS guidelines requiring airports to balance aviation needs with community and environmental concerns, and details Boston Logan's noise abatement measures — including nighttime flight restrictions, soundproofing programs, and a 24-hour noise hotline — as models for addressing residential noise complaints. These examples provide context for evaluating Sea-Tac's own noise policies and community compatibility efforts.

Surface water quality: Study of the current and ongoing effects of the operation of the Seattle-Tacoma International Airport

This report examines how Seattle-Tacoma International Airport has affected nearby surface water quality from 1997 to 2019, focusing on streams, wetlands, and stormwater systems that receive runoff from airport property. Researchers analyzed water quality data from multiple airport drainage outfalls — measuring pollutants such as copper, zinc, glycols, and turbidity — using records submitted to Washington State environmental regulators. The study also tracks how major airport developments, including the construction of a third runway, have influenced local waterways like Miller Creek, Walker Creek, and Des Moines Creek.

Section 13: Socio-Economics — Study of the Current and Ongoing Effects of the Operation of the Seattle-Tacoma International Airport

This 2020 report examines the socio-economic conditions in six south King County cities near Seattle-Tacoma International Airport, including Burien, Des Moines, Federal Way, Normandy Park, SeaTac, and Tukwila. It analyzes demographic trends such as population growth, age distribution, and ethnic profiles from 1997 to 2018, finding that most study area cities grew more slowly than King County overall, with Burien being a notable exception largely due to a 2010 annexation. The report is part of a broader study assessing how airport operations affect surrounding communities across indicators including income, housing, education, employment, and municipal tax revenues.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
