Stantec Sea-Tac Airport Communities Impact Study: Section 2 – Background (Appendix A, pp. 9–11)

This background section traces the history of Seattle-Tacoma International Airport from its origins as a World War II military airfield to its current status as the eighth busiest U.S. airport, handling 51.8 million passengers in 2019. It covers key milestones including the airport's 1949 opening for commercial service, the controversial addition of a third runway in 2008, and the surrounding communities that have been affected by the airport's growth. The document also outlines the Port of Seattle's future expansion plans under its Sustainable Airport Master Plan, which aims to accommodate nearly 500,000 operations and 56 million passengers annually by 2027.

Sea-Tac Airport Communities Impact Study: Appendix A, Section 7 – Mobility

This 2020 report examines how Seattle-Tacoma International Airport has affected mobility in surrounding communities between 1997 and 2019, focusing on traffic congestion, residential parking, and pedestrian access. It documents major infrastructure changes such as the 2010 consolidation of rental car facilities to an off-site location 1.5 miles from the terminal and the expansion of the main parking garage from 10,000 to roughly 13,000 spaces. The analysis draws on data from government agencies including the Port of Seattle, WsDOT, Sound Transit, and King County Metro to identify transportation impacts and recommend future tracking measures.

Study of the current and ongoing effects of the operation of the Seattle-Tacoma International Airport

This May 2020 report, prepared by Stantec for the Washington State Department of Commerce under legislative authorization ESSB 6032, examines the current and ongoing effects of operating Seattle-Tacoma International Airport (Sea-Tac). It assesses a range of impacts on surrounding communities resulting from airport operations. The study serves as a key resource for policymakers evaluating noise and other environmental effects associated with Sea-Tac's continued operation.

Stantec Sea-Tac Airport Communities Impact Study: Section 12 – Public Health (Pages 285–307)

This 2020 public health study examines the effects of Seattle-Tacoma International Airport operations on nearby communities, analyzing health indicators such as cancer, heart disease, and Alzheimer's disease death rates between 2012 and 2016. Study area cities like Burien, Des Moines, Federal Way, SeaTac, and Tukwila generally showed higher cancer and heart disease death rates than King County as a whole, though rates declined somewhat over the period. The report aims to identify whether airport operations contributed to adverse health outcomes and recommends strategies for ongoing investigation and mitigation.

Sea-Tac Airport Communities Impact Study: Air Quality Analysis (Section 6, Appendix A)

This 2020 study examines how Seattle-Tacoma International Airport affects regional air quality, reviewing data from 1997 to 2018 collected across 13 monitoring stations within a 15-mile radius of the airport. It finds that King County consistently meets federal, state, and regional air quality standards for pollutants such as ozone, carbon monoxide, nitrogen dioxide, and particulate matter. In fact, pollution levels have generally decreased over time, leading authorities to shut down some monitoring stations near SeaTac due to consistently low readings.

Section 11: Public Safety — Study of the Current and Ongoing Effects of the Operation of the Seattle-Tacoma International Airport

A 2020 study examined how Seattle-Tacoma International Airport has affected quality of life in nearby communities over the past two decades, looking at public safety, health, and socioeconomic conditions across three time periods: 1997, 2009, and 2019. The study built on a 1997 report that found airport neighbors bore disproportionate burdens—including lower property values, higher social service demand, and increased noise and pollution—while regional benefits largely bypassed them. Key findings confirm that many of those predicted adverse effects, such as shifts from owner-occupied to rental housing and rising service costs, have continued to materialize in communities closest to the airport.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
