    EXH 381: Third Runway Embankment Infiltration Memorandum

    A 2000 engineering memorandum from HNTB and Hart Crowser advises the Third Runway Design Team against artificially increasing stormwater infiltration within the proposed runway embankment. The memo warns that enhanced infiltration would raise risks of slope instability, soil liquefaction during earthquakes, and long-term maintenance problems that could not be remedied once the embankment was built. The engineers concluded that these safety and structural risks outweighed any stormwater detention benefits that increased infiltration might provide.

    EXH AR026505: Memo — Soils Testing Results, Pesticides & Herbicides, Vacca Farm Site

    A March 2000 Parametrix memorandum reports the results of pesticide and herbicide soil testing at the Vacca Farm site, part of the Port of Seattle's Third Runway Project. Of 59 compounds tested, only 12 were detected, primarily organochlorine pesticides, with Dieldrin slightly exceeding cleanup levels in shallow soil samples at two locations in the proposed floodplain area. The memo recommends removing the upper six inches of soil from the floodplain area for offsite disposal, while concluding that the proposed Miller Creek relocation corridor does not pose unacceptable risks to human health.

    EXH AR026475: WSDOT Letter — Available Fill Material, First Ave S Bridge Construction Site

    In November 1999, the Washington State Department of Transportation (WSDOT) wrote to the Port of Seattle offering approximately 120,000 cubic yards of excess fill material from the First Avenue South Bridge construction site for use in the Sea-Tac Airport third runway project. While most of the material was found to be environmentally sound, the top few feet of soil showed slightly elevated levels of petroleum hydrocarbons, which WSDOT offered to retest using a different procedure before any transfer. The Port was asked to confirm environmental acceptability and provide a haul route before an agreement could be finalized.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
