EXH AR026475: WSDOT Letter — Available Fill Material, First Ave S Bridge Construction Site

In November 1999, the Washington State Department of Transportation (WSDOT) wrote to the Port of Seattle offering approximately 120,000 cubic yards of excess fill material from the First Avenue South Bridge construction site for use in the Sea-Tac Airport third runway project. While most of the material was found to be environmentally sound, the top few feet of soil showed slightly elevated levels of petroleum hydrocarbons, which WSDOT offered to retest using a different procedure before any transfer. The Port was asked to confirm environmental acceptability and provide a haul route before an agreement could be finalized.

Letter dated November 29, 1999 from Thomas R. Madden, P.E., Project Engineer, Washington State Department of Transportation (WSDOT) Northwest Region, to Beth Clarke, Port Of Seattle Environmental Section, regarding approximately 120,000 cubic yards of excess fill material available southwest of the First Avenue South Bridge, Seattle, WA. AR 026475–026476. Attached memorandum from Mike Stephens (WSDOT Environmental Affairs Office, November 1, 1999) provides fill material certification for the SEATAC third runway construction project. Health Risk Associates, Inc. sampling found slightly elevated Petroleum Hydrocarbons in the top few feet of soil on original ramp embankments, possibly from historic City of Seattle street oiling practices. Three material types described: (1) dense gravelly sand (~5,000 CY), (2) silty/sandy silt and gravelly clay ramp foundation fill (~75,000 CY), and a third material. WSDOT offered to re-test contaminated surface material using a different procedure before transport. Fill available for embankment construction during dry weather; Port required to provide haul route and restrictions. Site jointly owned by City of Seattle and WSDOT, Government Lot 2, NE1/4 SE1/4, Section 30, Township 24N, Range 4E, Willamette Meridian, between Marginal Way Southwest and Southwest Michigan Street.
