EXH AR026300: Exposed Fill Embankment S 160th St Slope Failure — Layering and Lack of Homogeneity, 28 Jan 2002

This exhibit, part of K.M. Leytham's pre-filed testimony (PCHB No. 01-160), shows a photograph taken on January 28, 2002, of an exposed fill embankment face near South 160th Street where a slope failure occurred. The image, approximately 4 feet high by 3 feet wide, reveals distinct layering and a lack of uniformity in the fill material. This evidence was submitted in connection with proceedings related to Sea-Tac Airport development and its surrounding infrastructure impacts.

EXH AR019668: Memo Clark to Agid – Summit Ridge Fill Source & Petroleum-Impacted Soil, Third Runway Embankment

This January 2002 memo from the Port of Seattle describes an environmental incident in which soil from the Summit Ridge fill site in Bellevue, Washington—potentially contaminated with petroleum hydrocarbons from a former home heating oil tank—was temporarily placed in the Third Runway embankment during construction. Upon discovery of the contamination in October 2000, the Port halted all haul from the site and removed approximately 1,540 tons of soil, disposing of it at a facility in Everett. The Port subsequently implemented additional environmental safeguards, including full-time on-site supervision, to prevent further transport of impacted soil to the Third Runway.

This December 2001 report, prepared by Hart Crowser, Inc. for the Port of Seattle, presents baseline chemical characterization results for the Black River Quarry in Renton, Washington, which was evaluated as an off-site borrow source of fill material for the Sea-Tac Third Runway Project. The study involved soil sampling, metals analysis, and data quality review to assess the suitability of quarry material for use in runway construction. Tables and figures detail sample locations, soil descriptions, and total metals analytical results from laboratory testing by North Creek Analytical, Inc.

EXH AR019520: Workbook Tools Calculating Soil & Groundwater Cleanup Levels MTCA User’s Guide

This 2001 User's Guide from the Washington State Department of Ecology describes software workbook tools (MTCASGL and MTCATPH) designed to help calculate soil and ground water cleanup levels under the Model Toxics Control Act. The guide covers installation, technical requirements, and step-by-step instructions for entering site-specific data such as chemical properties, exposure parameters, and hydrogeological characteristics. Note that while this document addresses environmental cleanup standards, it does not appear to be directly related to Sea-Tac Airport noise policy.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
