Gardening on lead- and arsenic-contaminated soils

This Washington State University Extension bulletin explains how lead and arsenic can contaminate home garden soils through historical sources such as lead-based paint, leaded gasoline, and arsenical pesticides, and why this poses health risks especially for children. It provides guidance on identifying contaminated soils through chemical testing and offers practical steps gardeners can take to reduce their exposure to these toxic elements.

EXH AR019665: Hamm Creek Soil Quality Review — Memo Doan to Agid

A 1999 internal Port of Seattle memorandum reviews soil quality data for the Hamm Creek Restoration Project site near Boeing Field, evaluating whether the material is safe to use as fill for a proposed third runway. The review found that detected contaminants — including PCBs, DDTs, mercury, and PAHs — fell below MTCA cleanup levels, leading to the conclusion that the material is suitable for upland fill use. While the soil did not meet PSDDA standards for open-water disposal, the memo notes that this distinction is not technically relevant given its intended use as runway fill.

Agreed Order #97TC-N122: Ecology and Port Of Seattle — Sea-Tac International Airport Hazardous Substance Contamination

A 1997 Agreed Order issued by the Washington State Department of Ecology directed the Port of Seattle to address hazardous substance contamination at Seattle-Tacoma International Airport. Jet fuel, gasoline, industrial solvents, and other chemicals had been released across twelve separate sites within a half-square-mile Aircraft Operations and Maintenance Area, impacting both soil and groundwater. The order established a framework for ongoing environmental investigation and cleanup while acknowledging the operational challenges of working in an active airport environment.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
