Motion 2020-10: Port Of Seattle Commission Motion Adding Economic Development to South King County Fund Permissible Uses

In April 2020, the Port of Seattle Commission voted to expand the allowable uses of the South King County Fund — originally created to address Sea-Tac Airport noise and environmental concerns — to include economic development activities in response to the COVID-19 pandemic. The fund, capped at $10 million, can now support efforts such as workforce training, small business assistance, and job retention for communities near the airport. The original environmental and noise-mitigation projects previously funded remain eligible, and equity principles continue to guide how the money is distributed.

Flight Corridor Safety Program 2019 real property – Introduction of Resolution 3771

The Port of Seattle Commission is introducing Resolution 3771 to support the Flight Corridor Safety Program 2019, which involves removing trees near Seattle-Tacoma International Airport that obstruct FAA-designated flight approach and departure paths. The program seeks to acquire permanent easements on private properties to prevent future obstructions and ensure ongoing compliance with FAA regulations and the airport's operating certificate. If voluntary negotiations with property owners fail, the Port is authorized to pursue condemnation as a last resort to secure the necessary property rights.

Motion 2020-04: A motion of the Port Of Seattle Commission directing the acceleration of the sound insulation program at Seattle-Tacoma International Airport

In February 2020, the Port of Seattle Commission passed Motion 2020-04, directing the Port's Executive Director to accelerate the sound insulation program at Seattle-Tacoma International Airport and complete it no later than 2026. The motion calls for implementing the necessary staffing, funding, and contracting resources to deliver the program on time, while coordinating with other public agencies to complement — rather than duplicate — existing programs for low-income housing and energy upgrades. Port staff are required to regularly brief the Commission's Aviation Committee on progress and provide a preliminary implementation plan alongside the 2021 budget approval.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
