EXH AR021666: Declaration Dr. John Strand Supporting ACC Reply Motion Stay PCHB 01-133 01-160

Dr. John Strand, a fisheries biologist, submitted this declaration to the Washington Pollution Control Hearings Board challenging the state Department of Ecology's water quality certification for Sea-Tac Airport expansion. He argues that stormwater runoff from Seattle-Tacoma International Airport contains copper, lead, and zinc at levels exceeding Washington State Water Quality Criteria, citing the Port of Seattle's own 1995-1996 data showing metals concentrations downstream of airport outfalls far above allowable limits. The declaration was filed in support of the Airport Communities Coalition, representing several cities neighboring the airport, in their motion to stay the certification.

EXH AR023932: Email & Table 4.1-1 Natural Resource Mitigation Plan — MRNP Summary Tables Third Runway STIA Master Plan Update 2001

This 2001 Natural Resource Mitigation Plan document for Seattle-Tacoma International Airport outlines proposed environmental mitigation actions associated with construction of a new third runway and related facilities. It details a sequenced approach to avoiding, minimizing, and compensating for impacts to wetlands, Miller Creek, Des Moines Creek, and other natural resources. Key measures include constructing retaining walls to protect wetlands, restoring the Vacca Farm floodplain, establishing forested stream buffers, and providing a $300,000 trust fund for fisheries habitat enhancement.

EXH AR026646: Response to Comment #16 — Fish Tissue Screening Concentrations Lead, Zinc, Copper, Miller Creek Cutthroat Trout

This technical memo evaluates whether lead and zinc levels found in cutthroat trout from Miller Creek pose a risk, arguing that standard tissue screening concentrations are not appropriate for trout. Using fish-specific toxicity data and bioconcentration factors, the authors derive alternative thresholds and conclude that measured metal levels in the trout fall well below harmful concentrations. The document recommends using species-specific methods rather than generic screening values when assessing metal risks to fish.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
