Declaration of Dr. John Strand, Principal Biologist for Columbia Biological Assessments and Ph.D. fisheries biologist, filed in PCHB cases No. 01-133 and No. 01-160 on behalf of Airport Communities Coalition (ACC) in reply supporting a motion to stay Section 401 Certification No. 1996-4-02325 (amended September 21, 2001) issued by Washington Department of Ecology for USACOE Public Notice 1996-4-02325 (Sea-Tac Airport third runway). Strand rebuts Port Of Seattle and Ecology claims that Water Quality Criteria (WQC) violations do not occur in Miller Creek and Des Moines Creek from Seattle-Tacoma International Airport stormwater discharges. Presents 1995–1996 metals data documenting exceedances of Washington State WQC for copper (5.3 ug/L hardness-adjusted), lead (16 ug/L), and zinc downstream of STIA outfalls in Miller Creek, including total recoverable copper 0.7–44 ug/L downstream and total recoverable lead <0.5–106 ug/L downstream. Also addresses Airport Soil Fill Acceptance Criteria. ACC members include Cities of Burien, Des Moines, Federal Way, Normandy Park, Tukwila, and Highline School District.
