Aviation Noise and Emissions Mitigation Act: Fact Sheet

The Aviation Noise and Emissions Mitigation Act, introduced by Rep. Adam Smith (WA-09), aims to help communities near airports — including those around Sea-Tac — deal with the health risks posed by aviation noise and air pollution. The bill would create two EPA grant programs: one funding research and neighborhood-level monitoring of noise and emissions, and another supporting mitigation efforts such as home soundproofing, public health programs, and healthcare services for affected residents. The legislation responds to studies linking airport emissions to increased risks of cancer, heart disease, and asthma, as well as findings that aircraft noise negatively affects children's learning.

Rep. Adam Smith Aviation Noise and Emissions Mitigation Act Fact Sheet

Fact sheet from U.S. Representative Adam Smith (Washington's 9th District) describing the Aviation Noise and Emissions Mitigation Act, which proposes two EPA pilot grant programs to help communities near airports monitor and mitigate aviation noise and emissions, including the Noise and Air Quality Monitoring and Research Grant Program and the Mitigation and Support Services Grant Program. The document is directly relevant to Sea-Tac Airport noise policy, as the 9th District encompasses communities adjacent to Sea-Tac.

Aviation Noise and Emissions Mitigation Act (H.R. __, 119th Congress, 1st Session)

The Aviation Noise and Emissions Mitigation Act, introduced in the 119th Congress by Rep. Smith of Washington, would direct the EPA to establish a 3-year pilot grant program to measure aircraft and airport noise and emissions—including greenhouse gases, particulate matter, and ultrafine particles—in communities near airports and flight paths. Grant recipients would use advanced monitoring technology to trace pollution to specific sources, produce neighborhood- and ZIP Code-level data, and work with local agencies and community organizations to develop mitigation strategies. The program is designed to be replicable nationwide, with a focus on identifying and protecting frontline and disproportionately impacted communities.

Aviation Environmental Design Tool (AEDT) version 3g supplemental manual: Quick start tutorial

The Aviation Environmental Design Tool (AEDT) Version 3g is a Federal Aviation Administration software system used to model aircraft operations and calculate their environmental impacts, including noise, emissions, and fuel consumption. This Quick Start Tutorial guides users through building basic noise and emissions studies, covering steps such as adding airports, creating flight tracks, setting up receptors, and running metric results. The tool is relevant to airport noise policy analysis, as it provides a structured method for quantifying and evaluating the environmental effects of aviation activity around airports like Sea-Tac.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
