Miller Creek Culvert Replacement, Fish Passage and Stream Restoration

    ★
The Port of Seattle Commission is being asked to approve an $800,000 contribution to the City of Burien for the Miller Creek Culvert Replacement and Stream Restoration project, which aims to fix failing culverts near Sea-Tac International Airport that threaten protected wetland mitigation sites. The project will divert Miller Creek, replace a deteriorating culvert under Des Moines Memorial Boulevard, and construct fish-friendly culverts along 450 feet of restored stream habitat on Port property. Beyond protecting the Port's Clean Water Act permit compliance, the project delivers broader environmental benefits by removing the largest fish barrier on Miller Creek and creating a continuous, passable stream corridor through the watershed.

Jackson International Airport Noise Remedy Update Community Attitude Survey

    ★
In November 1983, the Port of Seattle sent this letter and attached survey summary to attendees of neighborhood workshops held near Jackson International Airport (Sea-Tac), informing them of community attitude surveys conducted by McClure Research Company on aircraft noise concerns. The surveys gathered resident opinions on potential noise remedy programs—including purchase guarantees, noise insulation cost-sharing, and avigation easements—to help planners assess program feasibility and likely participation rates. Results showed that workshop attendees' concerns closely mirrored those of the broader affected community living in areas with noise levels of 70 Ldn and above.

This 1978 document outlines the structure and functions of a Policy Advisory Committee (PAC) formed to oversee implementation of the Sea-Tac Airport Communities Plan, including long-term monitoring of airport noise issues and making recommendations to King County and Port of Seattle officials. The 12-member committee draws representatives from King County, local governments, businesses, schools, airlines, and community citizens. It also details noise exemption rules for daytime aircraft testing and maintenance at Seattle-Tacoma International Airport, specifying conditions such as permitted hours (7 a.m. to 10 p.m.) and geographic boundaries defined by the 'NEF 45' noise exposure contour line.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
