    This June 2000 Biological Assessment, prepared by Parametrix, Inc. for the Federal Aviation Administration and Port of Seattle, evaluates the potential environmental impacts of proposed Master Plan Update Improvements at Seattle-Tacoma International Airport on federally listed species. The report examines effects on aquatic resources including Chinook salmon, bull trout, and their critical habitats within nearby waterways such as Miller Creek, Des Moines Creek, and the Green River. It was prepared to support Section 7 consultation under the Endangered Species Act with the U.S. Fish and Wildlife Service and National Marine Fisheries Service.

    EXH AR021325: Columbia Biological Assessments to WDFW — SR-509 Temp Interchange Fisheries Impacts S 176th St

    A fisheries biologist hired by the Airport Communities Coalition assessed the potential environmental impacts of a temporary SR-509 interchange construction project near Seattle-Tacoma International Airport, concluding that the project posed serious risks to fish and wetland resources in Walker Creek. The report found that proposed erosion control measures, such as silt fences and whattles, were grossly inadequate given the steep terrain (slopes of 40–60%) adjacent to Wetlands 43 and 44, and that sediment-laden stormwater runoff containing metals and polycyclic aromatic hydrocarbons would likely reach these sensitive areas. The biologist also criticized the Port of Seattle and its contractor, Parametrix, Inc., for failing to conduct fish species inventories and for providing little documentation to support their claim that no significant wetland impacts would occur.

    EXH AR022970: ACC Review Letter — SR509 Temp Interchange Wetland 43 Impacts

    A professional wetland scientist reviewed the construction plans for a temporary SR509 interchange near Seattle-Tacoma International Airport and concluded that the project would cause harmful sediment-laden stormwater runoff to discharge into nearby Wetland 43. The report found that the wetland boundary was significantly closer to the construction zone than project documents indicated, and that the steep slopes and sparse vegetation of the construction site made sediment runoff unavoidable. The scientist determined that the planned temporary erosion control measures were inadequate to protect the wetland, particularly during unexpected storm events.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
