House Bill 1505 – Alternative Jet Fuel Industry Promotion Act

Washington House Bill 1505 (2023) aims to promote the production and use of sustainable aviation fuels (SAF) by establishing tax incentives, clean fuel credits, and research initiatives to grow the alternative jet fuel industry in the state. The bill defines 'alternative jet fuel' as lower-carbon fuels that can be blended with conventional jet fuel without modifying aircraft engines or existing infrastructure. Beyond reducing greenhouse gas emissions, the legislation highlights improved air quality benefits for airport workers and communities surrounding airports like Sea-Tac.

  • What is SAF? Some say sustainable aviation fuel is the key to a greener airline industry

Key Points More sustainable fuel sources are a key to reducing the carbon footprint of flying. Sustainable aviation fuel comes in many forms including plant- and cooking oil-based products. SAF still emits CO2 but is less carbon-intensive over its lifecycle than traditional fossil fuel. Flying isn’t great for the environment – it’s just a fact.

    Delta Air Lines Sustainability Overview

Delta Air Lines has committed to reaching net zero carbon emissions by 2050, with shorter-term goals including using 10% Sustainable Aviation Fuel (SAF) by 2030 and setting science-based emissions targets aligned with aviation industry guidance. To reduce its environmental footprint, Delta has retired over 200 older aircraft and replaced them with newer, more fuel-efficient models that burn 20-25% less fuel. The airline's emissions reduction strategy relies on three main levers: fleet renewal, operational improvements, and increased use of SAF.

StART Meeting 11 Slide: Commitment to SBTi and Net Zero by 2050 (2022-10-26)

A Zoom Webinar screenshot showing a PowerPoint slide titled 'Commitment to SBTi and Net Zero by 2050,' presented during StART (Sea-Tac Airport Roundtable) Meeting 11 on 2022-10-26. The slide outlines short-term (10% SAF by 2030), medium-term (science-based targets aligned with aviation guidance), and long-term (net zero 2050 across the entire value chain) emissions goals, with a chart showing projected absolute emissions reductions via Fleet Renewal, Operational Improvements, and SAF. Participant Stephanie Zhu is visible in the video thumbnail.

Sustainable Aviation Fuels Grand Challenge update

This October 2022 FAA presentation by Chief Scientific and Technical Advisor Dr. Jim Hileman outlines the agency's efforts to advance Sustainable Aviation Fuels (SAF) as a key strategy for reducing aviation's carbon footprint. SAF are 'drop-in' fuels compatible with existing aircraft and infrastructure, capable of significantly cutting greenhouse gas emissions across their full lifecycle—from feedstock production to combustion. The FAA supports multiple approved SAF production pathways and works with federal partners and international bodies to scale up SAF use as part of broader aviation decarbonization goals.

  • Scorched by climate change, the aviation industry mobilizes for sustainable fuel

By  Dominic Gates  Seattle Times aerospace reporter FARNBOROUGH, England — On the opening days of the Farnborough Air Show, Britain endured record high temperatures and as the mercury climbed past 100 degrees Fahrenheit, people retreated where possible from the scorched runways to the air-conditioned company chalets. This was nature providing a timely reminder of the greatest threat

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
