  • How a 1940s treaty set airlines on a path to high emissions and low regulation

Before the pandemic, aviation was on course to be the UK’s most polluting sector and produce as much as 22% of global emissions by 2050. The industry is suffering from low demand due to coronavirus restrictions, but without meaningful policy changes, flight numbers and emissions are expected to return to pre-COVID-19 levels by 2024. When accounting for emissions, aviation is

Sustainable Aviation Fuel: Review of Technical Pathways

This U.S. Department of Energy report, prepared by researchers from Pacific Northwest National Laboratory, the National Renewable Energy Laboratory, and the University of Dayton, reviews the technical pathways for producing Sustainable Aviation Fuel (SAF) — alternative fuels designed to reduce the environmental impact of commercial aviation. The report synthesizes findings from multiple expert workshops and evaluates various methods for converting renewable resources into jet fuel. It is intended to inform policymakers, fuel producers, and aviation stakeholders about viable routes toward cleaner air travel.

Port Of Seattle Commission Energy and Sustainability Standing Committee charter

The Port of Seattle Commission established the Energy and Sustainability Standing Committee to develop policy recommendations and monitor progress toward the port's environmental goals, including becoming the greenest and most energy-efficient port in North America and reducing carbon emissions 50% by 2030. The committee, composed of two appointed commissioners, oversees areas such as sustainable aviation fuels, shore power for cruise ships, and clean energy planning. While it can gather information and advise the full Commission, it does not have independent legal authority to act on the Commission's behalf.

    Federal legislative agenda for 2019

The Port of Seattle's 2019 Federal Legislative Agenda outlines key policy priorities for both aviation and maritime operations, including efforts to address aircraft noise impacts on communities near Sea-Tac Airport. The agenda calls for increased FAA engagement with affected neighborhoods, expedited hiring of a regional noise ombudsman, and participation in a federally funded study examining the health impacts of overflight noise on Seattle-area residents. Additional aviation priorities include raising the federal Passenger Facility Charge cap, improving airport security screening, and expanding sustainable aviation fuel programs.

Motion 2018-14: A motion of the Port Of Seattle Commission directing fund designation for 2019-2023

In November 2018, the Port of Seattle Commission passed Motion 2018-14, directing up to $10 million over 2019–2023 to support Sea-Tac Airport area communities in South King County, including efforts to address airport noise and environmental health. The motion also designated up to $5 million for sustainable aviation fuels and air emissions reduction programs, and allocated $531,000 for a two-year pilot program to educate airport workers on their labor rights. Additionally, the Executive Director was directed to review and update the Port's financial management policies by September 1, 2019.

Draft federal legislative agenda for 2019

This November 2018 Port of Seattle briefing memo outlines the draft federal legislative priorities for 2019, covering aviation, maritime, and trade policy goals. On airport community issues, the Port seeks to increase FAA responsibility for engaging with residents affected by overflight noise, expedite hiring of a regional noise ombudsman, and participate in a federally funded study examining the health impacts of aircraft noise on Seattle-area communities. The agenda also addresses related concerns such as air quality, sustainable aviation fuel, and passenger facility funding.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
