Second Development Agreement: City of Des Moines and Port Of Seattle

This Second Development Agreement, dated June 15, 2012, is a formal contract between the City of Des Moines, Washington, and the Port of Seattle governing the planned development of the Des Moines Creek Business Park (DMCBP). The agreement outlines development regulations, phased project areas including a logistics park and retail or business park, transportation infrastructure improvements, and environmental review requirements under the State Environmental Policy Act (SEPA). It serves as a key planning document shaping land use and development near Seattle-Tacoma International Airport, with direct implications for surrounding communities affected by airport-related growth and noise policy.

    Resolution No. 3650, as amended

Resolution No. 3650 was adopted by the Port of Seattle Commission on May 3, 2011, updating the Port's policies and procedures under the State Environmental Policy Act (SEPA) to reflect changes in law and improve effectiveness. The resolution requires the Port to analyze and, where appropriate, mitigate the environmental impacts of its proposals, including consideration of greenhouse gas emissions and climate change. It supersedes all prior related resolutions and formally designates policies that may be used to condition or deny actions under SEPA's substantive authority.

Northeast Redevelopment Area (NERA): City of Burien Draft Supplemental Environmental Impact Statement

The City of Burien's 2009 Draft Supplemental Environmental Impact Statement (SEIS) examines redevelopment options for the Northeast Redevelopment Area (NERA), located near Sea-Tac Airport. Three alternatives are evaluated, including rezoning the area to allow airport-compatible uses such as light industrial, office, and limited retail (Alternative 1), a more restricted version without auto or general retail sales (Alternative 2), or maintaining the existing SPA-4 zoning with no changes (Alternative 3). The document is relevant to Sea-Tac Airport noise policy as all proposed land use changes are explicitly designed to ensure compatibility with airport operations in the surrounding community.

VISION 2040 supplemental draft environmental impact statement

The VISION 2040 Supplemental Draft Environmental Impact Statement, published by the Puget Sound Regional Council in July 2007, identifies a Preferred Growth Alternative for managing forecasted population and development growth in the Puget Sound region through the year 2040. It supplements a May 2006 Draft EIS that examined four conceptual growth alternatives, adding analysis of environmental impacts associated with the preferred option. The document was prepared in accordance with Washington State's Environmental Policy Act and invites public comment on regional growth planning policies.

This 2002 executive briefing presents the draft Master Plan and environmental review documents (SEPA/EIS and NEPA/EA) for King County International Airport (Boeing Field), located five miles south of downtown Seattle. The airport, which covers 594 acres and hosts 150 tenant businesses and 479 based aircraft, recorded approximately 290,000 flight operations in 2001. The FAA accepted the Master Plan in Fall 2001 and approved the Airport Layout Plan in March 2002, setting the stage for future development and noise impact assessments.

Staff Report and Recommendation: APL02-00002 — Appeal of SEPA Determination for Des Moines Creek Basin Restoration Projects

This 2002 staff report from the City of SeaTac and City of Des Moines addresses an appeal by King County Water District #54 challenging an environmental (SEPA) determination related to the Des Moines Creek Basin Restoration Projects, a multi-agency effort to reduce stormwater damage and protect water quality near the Tyee Golf Course. The water district argued that the environmental review failed to adequately address potential impacts to the Highline aquifer, which serves as its sole water supply source. The hearing was scheduled before a Hearing Examiner on October 10, 2002.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
