Late Night Noise Limitation Program Discussion

Seattle-Tacoma International Airport's Late Night Noise Limitation Program is a voluntary initiative that monitors aircraft takeoff and landing noise levels between 12:00 a.m. and 5:00 a.m., comparing them against established decibel thresholds at four monitoring sites. Noise exceedances are tracked quarterly and airlines are notified when their flights exceed the limits. The program originated from community discussions in 2018 and has been in operation since Q3 2019, running alongside a Late Night Runway Use Agreement with the FAA.

FAA Grant Compliance Review: Seattle-Tacoma International Airport Report

The FAA conducted a compliance review of Seattle-Tacoma International Airport (SEA), managed by the Port of Seattle, to assess whether airport revenues were being used in accordance with federal law and FAA policies. The review found several violations, including the use of airport funds for familiarization tours promoting tourism and existing airline routes, which are prohibited forms of general economic development. The FAA ordered reimbursement of over $354,000 in improper marketing expenses and required the Port to immediately stop using airport revenue for non-compliant marketing activities.

Acoustical Testing Results for SIRRPP — October 2025

In September 2025, acoustical engineers tested 29 homes near Seattle-Tacoma International Airport to measure how much aircraft noise penetrates indoors. The study found that none of the homes exceeded the 45-decibel interior noise threshold required to qualify for federally funded soundproofing treatments, though 10 homes had at least one room above that level. The findings are part of SEA's Repair and Replacement Program, which evaluates whether previously soundproofed homes need updated windows and doors.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
