Airport/community noise roundtables and FAA support

This FAA presentation covers Airport/Community Noise Roundtables and FAA support for addressing aircraft noise concerns near airports like Sea-Tac. It explains that effective roundtables build consensus among all affected communities, while the FAA's Air Traffic Organization (ATO) works through a large backlog of noise-reduction recommendations, each requiring months of technical feasibility review and environmental assessment. The FAA encourages communities to focus on the most actionable recommendations and to form alliances, emphasizing that collaborative, balanced solutions produce the best long-term outcomes.

Burien Airport Committee agenda, November 17, 2020

The Burien Airport Committee held a virtual meeting on November 17, 2020, to review research on airport roundtables from other cities and discuss a draft letter to the Port of Seattle regarding COVID mitigation measures. The committee was tasked by the Burien City Council to examine successful airport roundtables nationwide and propose structural changes to improve community participation by December 31, 2020. Meeting materials included a comparison chart of other roundtables and the Reagan D.C. Airport Working Group Charter as potential models for reform.

Elements of Part 150 noise compatibility programs and community roundtables information sheet

This FAA information sheet explains two main ways airports and communities can work together to address aircraft noise: the formal Part 150 Noise Compatibility Program, which follows federal regulations and can unlock federal funding for solutions like sound insulation, and Community Roundtables, which are voluntary ongoing forums where neighbors, airlines, and airport representatives discuss a broad range of noise and airport concerns. While Part 150 studies are structured, time-limited processes that result in an approved Noise Compatibility Plan, roundtables operate continuously under their own bylaws without a defined end date. The FAA recommends that airports consider using both approaches together for the most effective community engagement.

Elements of Part 150 noise compatibility programs and community roundtables information sheet

This FAA information sheet explains two main ways airports and communities can address aircraft noise concerns: the formal Part 150 Noise Compatibility Program, which follows federal regulations and can unlock funding for solutions like sound insulation, and Community Roundtables, which are voluntary ongoing forums for broader dialogue between airports, airlines, the FAA, and neighboring communities. The document compares the two approaches across key factors such as goals, FAA involvement, geographic scope, funding, and expected outcomes, noting that both methods can work together effectively. Airports like Sea-Tac may use one or both strategies to reduce noise impacts and keep community members informed and engaged.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
