This 1990 agreement between the Port of Seattle, the City of SeaTac, and King County outlines plans to develop North SeaTac Park, including the construction of a new public Activity Center to replace the aging Sunset Activity Center. The Port agreed to contribute up to $2,953,600 toward development costs, while the County took responsibility for design, construction, and eventual demolition of the old facility. The agreement also includes provisions ensuring park uses remain compatible with Sea-Tac Airport operations, prohibiting any structures or activities that would interfere with air navigation or violate FAA regulations.

Recommended that the Port Commission endorse the King County Sea-Tac Area Plan Update with certain qualifications

In a December 1987 internal memorandum, Port of Seattle development and aviation directors recommended that the Port Commission endorse King County's SeaTac Area Plan Update with specific conditions. Key qualifications included transferring noise-mitigation properties north of the airport to King County for a new public park, supporting south airport access road development contingent on an Interstate 5 connection, and endorsing plans for a Veterans Cemetery. The Port also urged King County to remain flexible on land use designations if community-driven proposals proved more beneficial to neighboring residents and property owners.

SeaTac Area Plan Update: Policy briefing and action recommendations

A 1987 Port of Seattle memorandum recommending that the Port Commission formally endorse the SeaTac Area Plan Update, a King County policy plan guiding land use, transportation, development, and recreation decisions around Seattle-Tacoma International Airport. The document outlines three potential Commission actions, including endorsing the overall plan, adopting the North SeaTac Park Plan, and establishing a policy framework for a South Access Road Improvement District. A key unresolved issue involves the Sunset Activity Center, located in an airport safety zone, with the plan recommending negotiations between King County, the Port of Seattle, and the Greater Highline Community Parks Board to determine its future.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
