    Port Of Seattle Letter to United Airlines on Sea-Tac Airport Noise Abatement Procedures

    Letter from United Airlines to Mr. Vernon L. Ljungren, Seattle-Tacoma Int’l Airport, Regarding Noise Abatement Procedures Survey

    In a June 22, 1984 letter to Seattle-Tacoma International Airport, United Airlines Vice President Captain M. E. Volz requested information about the airport's noise-sensitive areas and any formal or informal noise abatement procedures in place. The airline was conducting a survey of all airports it served in order to build a computer database of noise procedures accessible to pilots at any United Airlines terminal. United Airlines asked Sea-Tac to provide copies or descriptions of its noise procedures and to send future updates to the Flight Safety Department in Chicago.

    Aeronautical study 83-ANM-181-NR synopsis: Noise abatement procedures at Henry M. Jackson International Airport

    In December 1983, the FAA completed an aeronautical study of a proposal by the Port of Seattle to eliminate the 'right-turn' departure route for eastbound turbojet aircraft leaving Sea-Tac Airport (Runway 34) during daytime hours. The study found that removing this route would simply shift aircraft noise to other communities, increase airline operating costs by an estimated $1.5 million annually, and raise fuel consumption, without providing a net noise reduction benefit. As a result, the Port of Seattle withdrew its proposal and the FAA declined to eliminate the existing noise abatement route.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
