    Aging sound insulation treatments

    In a June 2018 email, acoustics consultant Ben Sharp contacts Sharyn Ward, former manager of King County's Sound Insulation (SI) program, while researching aging airport sound insulation treatments for an FAA report responding to a Congressional inquiry. Sharp notes that SFO is the only airport he has found planning a replacement/repair program for homeowners within the DNL 65 noise contour, funded without FAA assistance. He specifically asks Ward about known aging problems with windows installed during the early years of the Sea-Tac (SEA) sound insulation program, noting that the program is not currently planning to offer any assistance to affected homeowners.

    RE: Contacts within the Cities to connect with on resumption of Port’s single-family sound insulation program

    In June 2018, the Port of Seattle notified the cities of SeaTac, Burien, and Des Moines that its single-family sound insulation program would resume that summer for eligible homeowners near Sea-Tac Airport. The Port's program manager, C&S Engineers, requested meetings with city staff to review local building and construction inspection practices. In response, Burien City Manager Brian Wilson designated Community Development Director Chip Davis as the city's primary contact for the program.

    Notice of Near-port Community Capacity Building Pilot Project Extension

    In January 2018, EPA project lead Sabrina Johnson notified partners that the Near-port Community Capacity Building Pilot Project deadline was extended from June to September 30, 2018. The extension was granted to better address project partners' concerns and support more durable outcomes, while still encouraging participants to maintain an expeditious pace. Capacity building under this EPA initiative focuses on improving conditions and removing barriers to effective community functioning near port areas.

    Port letter

    In an October 2017 email to Burien City Council members, resident Sharyn Parker critiques a letter from Port of Seattle Chairman Tom Albro defending Sea-Tac Airport's expansion and noise mitigation efforts. She argues that Albro's response fails to address the real-world impacts of rapidly increasing flight operations—including a 9% annual average flight increase—on surrounding communities, and that the Port's noise modeling data is outdated and understates actual activity by 51%. Parker calls on the Council to challenge what she characterizes as the Port's lack of candor and possible intentional underestimation of flight projections to avoid costly noise and air quality mitigation requirements.

    Notice of tree removal

    In September 2002, the Port of Seattle notified nearby residents that it would be removing trees located west and south of Tyee Golf Course, near South 196th Street, at the direction of the Federal Aviation Administration. The trees were identified as hazards to aircraft taking off and landing at Seattle-Tacoma International Airport. Work was scheduled to begin September 16, 2002, and was expected to last up to four weeks.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
