House Bill 1303: Increasing environmental justice by improving government decisions

Washington House Bill 1303 (2025) aims to reduce environmental and health disparities by requiring government agencies to consider environmental justice when reviewing proposed projects. For projects located in heavily polluted communities, agencies must complete a formal Environmental Justice Impact Statement and hold public hearings to gather community input before permits are granted. The bill does not specifically address Sea-Tac Airport noise policy.

Aviation Impacted Communities Act: Fact Sheet

The Aviation Impacted Communities Act, introduced by Rep. Adam Smith (WA-09), aims to give residents and local leaders a stronger voice in addressing excessive airplane noise and environmental impacts by requiring the FAA to engage directly with affected communities through newly established community boards. The bill would create an 'aviation impacted communities' designation, allow communities to petition for comprehensive impact studies, and expand funding for noise mitigation beyond current sound-level boundaries. It also establishes a sustainable revenue stream for ongoing relief efforts through the Airport and Airways Trust Fund.

Senate Bill 5652: Reducing Environmental and Health Disparities in Large Port Districts

Washington Senate Bill 5652 requires large port districts, such as the Port of Seattle, to develop and adopt environmental justice implementation plans and community engagement plans by January 1, 2026. These plans must outline how the port will reduce environmental and health disparities in overburdened communities, particularly those affected by aircraft noise, and ensure meaningful participation from vulnerable populations in port decision-making. The bill also mandates compliance with federal civil rights laws and requires the use of screening tools to assess the health and demographic impacts of major port actions valued at $8 million or more.

2023-24 State Tourism Program Operational Funding Request: Quick information

The State of Washington Tourism program is requesting operational funding through companion bills HB 1258 and SB 5465, which would raise the general funds cap to $13 million per fiscal year and adjust industry matching requirements. Without this funding, the program faces budget cuts of 36% in 2023 and an additional 30% in 2024, threatening statewide tourism initiatives. The request represents just 1% of state sales tax collections from rental cars, lodging, and restaurants, and aims to support rural communities, responsible travel campaigns, and economic resilience across Washington State.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
