SAMP NTP Environmental Review Overview — Aircraft Operations Forecast Chart (Page 4), May 2024

A line graph comparing historical aircraft operations data (2011–2022) with forecast scenarios through 2037, including an unconstrained 2022 forecast, a No Action constrained scenario, and a Proposed Action constrained scenario. The chart shows operations declining sharply in 2020 (likely due to COVID-19) and recovering, with the Proposed Action scenario reaching approximately 520,000 operations and the No Action scenario capping near 485,000 operations by 2037.

  • Sea-Tac Airport Comparison of Air Carrier Operations Forecasts vs. Actuals, 1975–2010

A scatter plot comparing multiple historical and projected annual air carrier operations forecasts for Seattle-Tacoma International Airport, spanning approximately 1975–2010. The chart overlays actual operations data against projections from sources including 1997 FAA and ACC (Hockaday) projections, the 1992 Flight Plan Project Final EIS, the 1996 Master Plan Update FEIS, the 1987 PSCOG Draft EIS, and several earlier studies dating back to a 1976 Sea-Tac Communities Plan, illustrating how successive forecasts consistently overestimated growth relative to actual operations.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
