    Highline on way to decentralization

The Highline area may become an experiment in decentralized county government services, with County Executive John Spellman recommending the use of existing buildings throughout King County as community service centers rather than constructing new mini-courthouses. The initiative, backed by a study from the County Department of Community and Environmental Development, aims to improve government responsiveness by bringing county services such as parks, assessor, and other offices closer to residents. A surplus school building in the Hamlin Park-Firlands area has been suggested as a potential site for a new north precinct police station.

The document also highlights the need for legislative advocacy at both the state and federal levels, as well as potential follow-up studies to fully carry out the plan's recommendations.

This May 2022 presentation by the City of Tukwila provides an economic development update delivered at the Highline Forum, highlighting a mixed-use development project called Wadajir located along Tukwila International Boulevard. The Wadajir project appears to involve a multi-story building with ground-floor commercial space, situated on a property near addresses 14110 and 14120 Tukwila International Blvd. The document does not directly address Sea-Tac Airport noise policy, but reflects broader redevelopment activity in the airport-adjacent Tukwila community.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
