Auburn Wetland Mitigation Site enhancements construction authorization request

This June 2016 document from the Port of Seattle presents a Construction Authorization Request for enhancements to the Auburn Wetland Mitigation Site, a wetland area located south of Seattle near Auburn, Washington. The site, originally constructed in 2006, serves as a mitigation site likely associated with environmental impacts from Sea-Tac Airport operations or related Port of Seattle projects. The request seeks approval to carry out site improvement work at the approximately 80-acre wetland property situated near the Green River.

Auburn Wetland Mitigation Site Enhancements Memo (CIP #C800760)

The Port of Seattle requested $720,000 in Commission authorization to improve the Auburn wetland mitigation site, a nature area created to offset environmental impacts from Sea-Tac Airport's Third Runway construction. The project involves removing roughly 6,171 feet of temporary internal roads, planting approximately 5,000 native trees and shrubs in their place, and installing a new chain-link security fence to stop ongoing trespassing, vandalism, and illegal dumping. These enhancements are required to comply with Clean Water Act permits tied to the 1997 Master Plan Update and are intended to reduce long-term maintenance costs.

Auburn Mitigation Site: Forested & Emergent Wetlands — Restoration Walks 2013

The Auburn Mitigation Site is an 80-acre wetland restoration project in the Green River floodplain, created by the Port of Seattle to offset natural resource impacts from Seattle-Tacoma International Airport's third runway construction. The site features forested, scrub-shrub, and emergent wetlands that provide 40 acre-feet of floodplain storage, while keeping waterfowl habitat away from the airport to reduce bird-strike hazards to aircraft. As of 2013, the Port was in Year 6 of a 15-year monitoring program, with most communities successfully maturing and meeting performance standards after targeted removal of invasive species such as reed canary grass and cattail.

Declaration of Robin V. Kordik in opposition to Airport Communities Coalition’s motion for injunctive relief

In this 2004 declaration filed with the Washington Supreme Court, Robin V. Kordik, a Senior Environmental Program Manager for the Port of Seattle's Aviation Division, describes efforts to identify wetland mitigation sites near Sea-Tac Airport in connection with the airport's Third Runway construction project. A study by environmental firm Parametrix assessed 89 potential mitigation locations but concluded that no suitable new sites were available in the affected sub-basins that met the Pollution Control Hearings Board's criteria for sustainability and public safety. The declaration was submitted in opposition to a motion for injunctive relief brought by the Airport Communities Coalition.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
