    Auburn Wetlands site concept design

This map presents the concept design for the Auburn wetland mitigation site as part of the Port of Seattle’s Wetland Mitigation and Habitat Conservation Umbrella Bank Prospectus. The figure shows five delineated wetlands (A through E) along the Green-Duwamish River, with proposed enhancements including wetland re-establishment, buffer enhancement, upland enhancement, and re-routed ditches. Corps aquatic resource functional assessment by project area

This document assesses the ecological functions of wetlands and aquatic resources in the Miller Creek and related basins near Sea-Tac Airport, evaluating their roles in water quality, flood storage, and wildlife habitat. Wetlands in the Runway Safety Area and Vacca Farm areas are rated across functions such as nutrient trapping, groundwater exchange, and habitat for fish, waterfowl, amphibians, and small mammals. The assessment finds that interconnected wetland complexes like Lake Reba provide high-value flood attenuation and baseflow support for Miller Creek, while farmed wetlands perform at lower functional levels due to sparse vegetation and agricultural runoff.

Review by the U.S. Army Corps of Engineers

The U.S. Army Corps of Engineers has been reviewing a permit application related to a proposed third runway at Sea-Tac Airport, described as the largest Section 404 proceeding the Corps had handled and the biggest public works project in Washington State since the Grand Coulee Dam. Key issues under consideration include the replacement of lost wetlands, streamflow impacts, and the seismic stability of the proposed runway embankment. No deadline exists for the Corps to render its final decision, though draft permit conditions were reportedly being prepared by civilian technicians in the Seattle District Office.

    Habitat Restoration and Mitigation Banking

The **Auburn Wetlands** represent an important component of the Port of Seattle's broader habitat restoration and mitigation banking program within the **Green-Duwamish Watershed. As part of the Port's **multi-site wetland mitigation and habitat conservation bank**, the Auburn Wetlands serve as one of the restoration sites that contributes to the overall ledger of credits generated by the program. This aligns with the Port's **Century Agenda** goal of restoring, creating, and enhancing **40 additional acres** of Green-Duwamish habitat.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
