EXH AR023671: Ecology Letter — Agreed Order 97TC-N122 Task Completion Status

A November 2000 letter from the Washington State Department of Ecology to Seattle-Tacoma International Airport summarizes the completion status of environmental tasks required under Agreed Order 97TC-N122. The order mandated a comprehensive groundwater study of the Airport Operations and Maintenance Area (AOMA), including hydrogeological research, contamination mapping, and development of groundwater flow and contaminant transport models. While several research and data-collection tasks were completed, key items such as identifying unknown contamination sources, developing operational groundwater and transport models, and preparing a final Phase I Groundwater Study Report remained incomplete.

EXH AR023669: Memo to Wietfeld & Wang — Info for Questions-To-Port List

A November 2000 memo from Washington State Department of Ecology's Roger Nye raises concerns that the Port of Seattle failed to adequately identify potential soil and groundwater contamination sites at Sea-Tac Airport, as required by an Agreed Order. Nye outlines four key deficiencies, including the Port's failure to account for historical use of chlorinated solvents in aircraft washing, overlooked fueling facilities, and incomplete identification of contamination sources based on historical operations rather than just historical facilities. The memo calls for a thorough, honest effort to identify all potential contamination areas that could pose risks to nearby drinking water wells and surface waters.

Exhibit 221: WQP Policy 1-22 — Adopting Supplemental Treatment as a Best Management Practice and Defining Compliance with Water Quality Standards for Stormwater Impacts for the Water Quality and SEA Programs

This 2000 Washington State Department of Ecology policy document establishes procedures for how stormwater discharges must comply with water quality standards under Sections 401 and 402 of the Federal Clean Water Act. It outlines how Best Management Practices (BMPs), including Supplemental Treatment, should be applied to control stormwater pollution, and defines how compliance decisions are made for various permit types. The policy applies to Ecology Water Quality and SEA Program staff when reviewing or permitting projects that have stormwater impacts.

EXH AR023764: Agenda — Third Runway Flow Augmentation/Water Rights Meeting

This October 31, 2000 agenda document outlines a meeting between the Port of Seattle, the Department of Ecology, the Attorney General's Office, and Seattle Public Utilities to address water rights issues related to flow augmentation in Des Moines Creek, connected to the Sea-Tac Airport Third Runway project. The meeting focused on identifying potential sources of stream flow augmentation water, including the SPU Highline Well Field, Highline Water District wells, detained stormwater, and reclaimed water. Key discussion points included whether water right changes were necessary, what approvals were required from the Department of Ecology, and how to develop an action plan for resolving outstanding legal and regulatory issues.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
