Letter from FAA to Jody Yamanaka, Port Of Seattle, Regarding BFI Aviation Demand Forecast Review

A January 1982 letter from the FAA's Northwest Region to the Port of Seattle reviews a draft aviation demand forecast for Boeing Field (BFI) prepared for the SEA/BFI Airspace Study. The FAA requests that the final report include more detailed aircraft mix data by class, a full list of assumptions behind the forecasts (such as economic conditions, fuel costs, and general aviation trends), and a clear indication that the projections are unconstrained. The agency also recommends presenting both high and low forecast ranges to account for uncertainty, particularly in long-range general aviation projections.

Letter to Cliff Muller, Port Of Seattle, from Technical Advisory Committee Re: Sea-Tac Noise Exposure Update Concerns

In January 1982, members of the Technical Advisory Committee for the Sea-Tac International Airport Noise Exposure Update wrote to the Port of Seattle's Director of Planning and Research to raise concerns about the final draft of the noise study. The letter argues that the report fails to clearly define the problem of aircraft noise impacts on surrounding communities, relies on optimistic assumptions about airlines adopting quieter aircraft, and uses an average noise level methodology that does not capture how residents actually experience flight disruptions. The committee also expressed frustration that their technical input and unanswered questions were largely ignored, despite their role being cited in the report as evidence of public participation.

    Memorandum: BFI Forecast — Methodology

In a December 28, 1981 memorandum from Boeing Field/King County International Airport, Airport Manager Donald W. Smith responds to a Port of Seattle representative regarding the forecasting methodology for aviation demands at BFI. Smith confirms that the proposed approach is consistent with prior discussions and historical statistics, and acknowledges that, given limited current information and resources, the methods and sources used are acceptable.

Letter from City of Des Moines to Port Of Seattle Regarding Noise Exposure Update Concerns

In this December 1981 letter, members of the Technical Advisory Committee for the Sea-Tac International Airport Noise Exposure Update write to the Port of Seattle's Director of Planning and Research to raise concerns about the final draft of the noise study. They argue that the report fails to define the core problem of aircraft noise impacts on surrounding communities, relies on optimistic assumptions about quieter aircraft that may not materialize, and uses an average noise level methodology that does not reflect how residents actually experience noise. The committee also expresses frustration that their technical input was largely ignored, and that their participation appeared to serve mainly as a formality to meet public participation requirements.

Memorandum of understanding: Boeing headquarters – reclassification of property

This 1981 Memorandum of Understanding between the Port of Seattle and King County outlines terms for reclassifying approximately 30 acres of land on the west side of Sea-Tac International Airport to allow Boeing to develop a Corporate Headquarters Facility. The agreement includes provisions for the Port to lease 5 acres to King County for a neighborhood park at $1 per year, and restricts development on an adjacent 55-acre greenbelt buffer zone for at least 10 years. The document also affirms King County's zoning authority over non-airport-related land use at Sea-Tac and establishes a dispute resolution process between the two agencies.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
