EXH 294: Third Runway Off-Site Borrow Source Baseline Chemical Characterization, Black River Quarry, Renton WA

This December 2001 report, prepared by Hart Crowser, Inc. for the Port of Seattle, presents baseline chemical characterization results for the Black River Quarry in Renton, Washington, which was evaluated as an off-site borrow source of fill material for the Sea-Tac Third Runway Project. The study involved soil sampling, metals analysis, and data quality review to assess the suitability of quarry material for use in runway construction. Tables and figures detail sample locations, soil descriptions, and total metals analytical results from laboratory testing by North Creek Analytical, Inc.

EXH 450: Ecology Draft Memo Requesting Ching-Pi Wang Review Third Runway Embankment Seepage Groundwater Monitoring Plan

In December 2001, Ann Kenny of the Washington Department of Ecology's Northwest Regional Office drafted a memo requesting that hydrogeologist Ching-Pi Wang review a groundwater and seepage monitoring plan submitted by the Port of Seattle for the proposed third runway at Seattle-Tacoma International Airport. The plan, titled 'Third Runway Embankment Seepage and Groundwater Monitoring Plan,' was submitted on November 16, 2001, and required expert review before Ecology could approve it. Wang was asked to provide written comments on the plan's adequacy and any recommended changes by January 18, 2002.

EXH 297: Low Streamflow Analysis Summer Low Flow Impact Offset Facility Proposal STIA Master Plan Update

This December 2001 report, prepared by Parametrix, Inc. and several partner firms for the Port of Seattle, analyzes low streamflow conditions and proposes a Summer Low Flow Impact Offset Facility as part of the Seattle-Tacoma International Airport Master Plan Update Improvements. The study examines how planned airport expansion may affect seasonal low-flow water resources in the surrounding area and outlines mitigation measures to offset those impacts. The report is organized across multiple volumes, with Volume 1 containing the main text and Appendices B through J.

Exhibit 199: Walker Creek and Des Moines Creek 7-Day Low-Flow Calibration Analysis, STIA Master Plan Update

This technical document compares observed and model-predicted 7-day low streamflows for Walker Creek and Des Moines Creek near Seattle-Tacoma Airport for water years 1991–1996. Results show that calibrated (simulated) flows generally underestimated observed flows at most gage locations, with the exception of 1995, when the model overpredicted flows. Discrepancies at upstream gage locations are attributed to uncertain groundwater conditions within the watersheds.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
