Exhibit 198: Sea-Tac Third Runway Embankment Fill Modeling — Site Features for Hydrus-Slice Modeling (Figure 2-1)

This document presents site features and cross-sectional diagrams used for Hydrus-Slice hydrological modeling of the Sea-Tac Third Runway Embankment Fill project. It shows fill depths ranging from 0 to 160 feet across multiple modeled slices, with cross sections identifying impervious areas, elevation contours, and the watershed divide between Miller Creek and Walker Creek. The figures were produced in November 2001 as part of environmental engineering analysis for the third runway construction.

EXH AR023789: Handwritten Notes — Third Runway EIS Modeling Errors, Port Packages, Mitigation

A November 6, 2001 handwritten fax note discusses problems with noise modeling errors and how results will be integrated into legal policies. It notes that AK advised POS to produce a more complete and accurate document, and argues it is not reasonable to hold up port mitigation based on a mistake, stating that if there is no impact, there is no impact. The note also references consultant agreement on impact calculations and requirements related to 401 regulations submitted as group per FAA standards.

EXH AR023790: Draft Low Flow Analysis Meeting Notes Oct 30 2001 Email Hellwig to Fitzsimmons

A November 2001 email chain discusses a meeting held on October 30, 2001, regarding errors discovered in a low flow analysis related to environmental modeling near Seattle. Raymond Hellwig of NWRO confirms that revisions to the low flow analysis may be considered to correct previous modeling errors, but stresses that any revised submissions must include thorough documentation and clear rationale. The correspondence involves multiple agencies and contractors, including Floyd Snider McCarthy, Inc., the U.S. Army Corps of Engineers, and Port of Seattle representatives.

EXH AR023792: Notes HSPF Modeling Miller, Walker & Des Moines Creeks — HSPF/Hydrus/Slice Linkages

This technical memo from Hydrocomp, Inc. (authored by Norm Crawford) outlines recommendations for improving hydrological computer modeling of Miller, Walker, and Des Moines Creeks near Seattle-Tacoma International Airport's new runway construction. It describes how rainfall and runoff from the new impervious runway and taxiway surfaces and surrounding pervious grasslands are tracked through a linked series of models (HSPF, Hydrus, and Slice) to estimate groundwater movement and seepage through underlying soil layers. The document identifies several discrepancies in the existing model setup and recommends corrections to better account for water flow paths, drainage areas, and groundwater recharge in the fill areas created by airport expansion.

EXH AR022925: 401 Permit Post-Issuance Clarification STIA Third Runway — Final Meeting Notes, Low Flow Analysis

Meeting notes from an October 30, 2001 technical session addressing errors discovered in the low streamflow modeling for Sea-Tac International Airport's Third Runway project. Consultants identified six modeling errors, including a conversion factor mistake that caused embankment flow contributions to be understated by a factor of 24, along with incorrect input files and improper groundwater routing. Representatives from the Port of Seattle, King County, the Department of Ecology, and the Army Corps of Engineers agreed on corrective revisions to be incorporated into a revised Low Streamflow Analysis and Summer Low Flow Impact Offset Facility Proposal required under the 401 Permit.

This document contains an email chain from October 2001 coordinating a technical meeting among Port of Seattle staff and consultants to discuss low flow modeling issues at Sea-Tac Airport. The meeting, held on October 30, 2001 at Floyd Snider McCarthy's Seattle office, was scheduled to cover a low flow modeling error, revised modeling results and their effects on low flow reserve vaults, and potential additional modeling changes suggested by a Norm Crawford review. Key participants included Port of Seattle Water Resources Manager Keith Smith, consultant Kate Snider, and several other technical staff and engineers.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
