Seattle-Tacoma International Airport 14 CFR Part 150 Noise Compatibility Study Update

This October 2013 final report, prepared by Landrum & Brown for the Port of Seattle, updates the noise exposure maps and noise compatibility program for Seattle-Tacoma International Airport under federal regulations (14 CFR Part 150). It assesses the impact of aircraft noise on surrounding communities and outlines strategies to reduce noise-related conflicts between the airport and neighboring land uses. The study serves as a key planning document guiding Port of Seattle noise mitigation policies at Sea-Tac Airport.

    Proposed Part 150 Schedule

This document outlines the proposed schedule for Sea-Tac Airport's Part 150 Noise Compatibility Study, running from May 2012 through March 2013. Key milestones include submitting a preliminary draft to the FAA in October 2012, a public comment period and hearing in January 2013, and final submission to the FAA by March 15, 2013. The schedule also details four Port Commission briefings at which officials would be updated on noise exposure maps, FAA feedback, and the formal adoption of the final Part 150 document.

Snohomish County Airport/Paine Field FAR Part 150 noise exposure maps update

This September 2003 report presents an update to the FAR Part 150 Noise Exposure Maps for Snohomish County Airport (Paine Field) near Everett, Washington, prepared by Barnard Dunkelberg & Company. It covers airport inventory, aircraft operations forecasts, and the development of noise contours to map areas affected by aircraft noise. The study was conducted with input from a Study Advisory Committee and involved formal public consultation processes.

1993 ANE: Adjusted Noise Exposure Values for Each 1/16 Section Within the Study Area

This 1993 document presents Adjusted Noise Exposure (ANE) values for each 1/16 section within the Sea-Tac Airport study area, displayed as a grid referenced by row numbers (1–50) and column letters (A–X). The values represent measured noise levels across the surrounding region, with higher readings concentrated near the airport boundary and lower values toward the outer edges of the study area. Handwritten annotations indicate noise zone classifications at 30, 33, 40, and 45 ANE thresholds, which were used to define noise impact zones for land use planning purposes.

Sea-Tac International Airport Noise Exposure Update: Sea-Tac Airfield Layout and Flight Tracks

This document presents the Sea-Tac International Airport Noise Exposure Update prepared for the Port of Seattle, including a detailed airfield layout showing the two parallel runways (16R/16L and 34R/34L) and associated taxiways. It also includes flight track maps for both South Flow and North Flow operations, illustrating arrival and departure routes used by aircraft over the surrounding communities. The exhibits provide a geographic overview of how flight paths extend across the Seattle metropolitan area, informing noise exposure assessments for airport planning and policy purposes.

Letter from Clifford C. Muller to Virginia Dana Regarding Noise Exposure Update

In this January 1982 letter, Port of Seattle Planning Director Clifford C. Muller responds to community member Virginia Dana's concerns about the Sea-Tac Airport Noise Exposure Update Study. He addresses skepticism over the Ldn noise measurement system, defends the study's prediction that noise impact will decrease as airlines adopt quieter aircraft, and reassures Dana that shrinking noise contours do not eliminate eligibility for noise remedy programs. Muller acknowledges that the Technical Advisory Committee's input has been valuable and indicates that the upcoming Remedy Plan project will be the primary venue for addressing ongoing community concerns.

Letter to Cliff Muller, Port Of Seattle, from Technical Advisory Committee Re: Sea-Tac Noise Exposure Update Concerns

In January 1982, members of the Technical Advisory Committee for the Sea-Tac International Airport Noise Exposure Update wrote to the Port of Seattle's Director of Planning and Research to raise concerns about the final draft of the noise study. The letter argues that the report fails to clearly define the problem of aircraft noise impacts on surrounding communities, relies on optimistic assumptions about airlines adopting quieter aircraft, and uses an average noise level methodology that does not capture how residents actually experience flight disruptions. The committee also expressed frustration that their technical input and unanswered questions were largely ignored, despite their role being cited in the report as evidence of public participation.

Policy Advisory Committee meeting date change notice

A December 29, 1981 letter from Port of Seattle Chairman Oris W. Dunham, Jr. notifies Policy Advisory Committee members that their upcoming meeting has been rescheduled from January 13 to January 14, 1982 at 2:00 p.m. in Sea-Tac's auditorium due to a scheduling conflict. The primary focus of the meeting remains the Noise Exposure Update, with additional agenda items also planned for discussion. Members were advised that the final agenda would be mailed during the first week of 1982.

FAA Review Comments on Draft Sea-Tac Noise Exposure Update Report: Letter to Jody Yamanaka

A December 17, 1981 letter from FAA Acting Chief Mark A. Beisse to the Port of Seattle summarizes the FAA's major review comments on the draft Sea-Tac Noise Exposure Update Report. The letter identifies multiple deficiencies in the draft, including inadequate coverage of flight track variance ranges, INM model verification, portable noise meter data, and noise impact projections under different operational scenarios. The FAA requested that these issues be addressed in the final report and asked the Port to clarify whether certain project tasks, such as a population and land use survey, would be dropped from the study.

Letter from City of Des Moines to Port Of Seattle Regarding Noise Exposure Update Concerns

In this December 1981 letter, members of the Technical Advisory Committee for the Sea-Tac International Airport Noise Exposure Update write to the Port of Seattle's Director of Planning and Research to raise concerns about the final draft of the noise study. They argue that the report fails to define the core problem of aircraft noise impacts on surrounding communities, relies on optimistic assumptions about quieter aircraft that may not materialize, and uses an average noise level methodology that does not reflect how residents actually experience noise. The committee also expresses frustration that their technical input was largely ignored, and that their participation appeared to serve mainly as a formality to meet public participation requirements.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
