Parcel 30 – Exhibit B: Port Of Seattle comprehensive scheme, Resolution No. 2516 amending Unit No. 18

This document is Exhibit 'B' to Port of Seattle Resolution No. 2516, which amends Unit No. 18 of the Port of Seattle's Comprehensive Scheme for Seattle-Tacoma International Airport. It contains maps (Work Order No. G-2032, drawing STIA-7318-C-1) identifying Parcel 30 and Parcel 31 — areas of land proposed for acquisition by the Port of Seattle adjacent to the existing airport property, including neighborhoods near Sunset Park and Des Moines. The maps delineate existing Port-owned land from the proposed acquisition parcels, indicating planned airport expansion or noise-buffer land purchases in the surrounding residential area.

Future Sea-Tac Airport Expansion — Independent Runway Plans East (Runway B, 1 Mile) and West (Runway A, 4,300 ft) of 34R

This document presents two conceptual expansion plans for Seattle-Tacoma (Sea-Tac) Airport, showing proposed future runway configurations including an independent runway located one mile east of runway 34R (Plan A shows an alternative 4,300 feet west of 34R). The drawings detail proposed taxiways, satellite terminals, a future commuter runway, an underground tram system, and associated ground infrastructure such as off-site parking and hotel/business core areas. These plans were likely developed as part of noise and capacity planning studies to evaluate how additional independent runways could affect surrounding communities, including areas near Angle Lake, Bow Lake, and along key corridors such as International Boulevard and Des Moines Way South.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
