Sea-Tac Communities Plan: Plan Summary Brochure

The Sea-Tac Communities Plan, jointly developed by the Port of Seattle and King County beginning in 1973, outlines strategies to improve compatibility between Sea-Tac International Airport and surrounding neighborhoods, with a focus on aircraft noise remedies, water quality improvements, and land use conversion. The plan identifies specific areas for outright property acquisition, purchase guarantees, and noise insulation programs affecting thousands of homes north and south of the airport. It also establishes policies for drainage management, community development, and long-term airport facility improvements to accommodate projected air traffic growth through 1993.

Sea-Tac Communities Plan: Water quality, airport, and community development

The Sea-Tac Communities Plan outlines strategies to improve compatibility between Seattle-Tacoma International Airport and surrounding neighborhoods, focusing on water quality, drainage, and land use. Key programs include public acquisition of noise-impacted residential areas for open space and recreation, conversion of single-family zones to higher-density or commercial uses, and reinforcement of existing neighborhoods through noise remedy and infrastructure improvements. The plan also addresses environmental concerns such as stream protection, holding pond systems for stormwater management, and pollution control near Miller and Des Moines Creeks.

Sea-Tac Communities Plan: Map Supplement to Sixth Month Report — Community Trends and Characteristics, Land Use, Ground Transportation and Traffic, Aesthetic and Visual Characteristics, Natural Determinants

This document is a map supplement to the sixth-month element report for the Sea-Tac Communities Plan, a planning study sponsored by the Port of Seattle and King County and partially funded by a federal FAA grant. It covers five key topics—community trends and characteristics, land use, ground transportation and traffic, aesthetic and visual characteristics, and natural determinants—for the communities surrounding Seattle-Tacoma International Airport. The supplement includes 1970 census tract maps of the Sea-Tac area and an errata note correcting a data classification error for Census Tract 272 related to public assistance recipients.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
