Study of Life Expectancy of Home Components

This appendix compiles four reference guides on the life expectancy of common home building materials and components, including studies from the National Association of Home Builders, Fannie Mae, and the International Association of Certified Home Inspectors. The materials cover expected useful lifespans ranging from 5 to 100 years for items such as roofing, flooring, and mechanical systems. These references are intended to support housing assessments and affordable housing planning decisions.

Aerial View of Sea-Tac Airport Expansion, Highway, and Adjacent Residential Development

Aerial photograph showing a large airport with runways under construction or expansion in the background, a multi-lane highway running diagonally through the frame, a small pond surrounded by green space, and a residential apartment complex in the foreground. The proximity of the residential development, green buffer zone, and airport infrastructure suggests this image relates to land use and noise-impact planning near a major airport, consistent with Sea-Tac Airport environs.

King County Ordinance 80-828: Amending the Highline Communities Plan to Accommodate Senior Housing

A 1980 King County ordinance amending the Highline Communities Plan to better accommodate senior housing, recognizing that elderly-focused multifamily housing generates less neighborhood impact than traditional multifamily development and should be evaluated on its own site-specific merits. The ordinance also updates cultural facilities policy to encourage public-private cooperation in developing a performing arts theatre in the Highline Community, including through the possible formation of a Park and Recreation District.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
