    Port presents remedies for Sea-Tac Airport noise

    The Port of Seattle held a public open house at Sea-Tac International Airport on April 9, 2011, to present feasibility-stage proposals for reducing airport noise affecting surrounding communities. Mitigation options under consideration included building a hush house to muffle engine run-ups, installing air conditioning in uninsulated single-family homes within the updated 65 DNL noise boundary, providing sound insulation for multi-family and mobile homes, and assisting local jurisdictions with long-term land-use planning. The Port planned to submit its recommended solutions to the FAA by the end of 2011, after which the FAA would conduct a 180-day review to determine which measures it would help fund.

    Sea-Tac lawmakers rescind eminent domain ordinance; airport noise study workshop set for Feb. 24 at Mt. Rainier

    SeaTac lawmakers voted to rescind a controversial eminent domain ordinance targeting a privately owned parking lot near the airport light-rail station, while also hearing a retail and entertainment feasibility study for an 82-acre proposed city center development adjacent to the airport. Separately, a public workshop on SeaTac Airport's Part 150 Noise Study—which examines ways to reduce aircraft noise impacts on surrounding communities—was scheduled for February 24 at Mount Rainier High School in Des Moines. The workshop was part of an ongoing public engagement process inviting residents to participate in shaping noise-reduction solutions and recommendations.

    Sunset density limits lifted for some special events

    A February 14, 1982 article from the Highline Times reports that the FAA and Port of Seattle agreed to temporarily lift the 60-person density limit at the Sunset Junior High School complex for approved special events, such as fundraising dances and bingo nights. The complex sits on port-owned land directly beneath Sea-Tac Airport's north flight path, where density restrictions exist for public safety reasons. While the agreement allows the Highline Community Parks Board to hold occasional large events, it falls short of permitting the regular, full-capacity scheduling the board had sought for the facility.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
