Exhibit 2054: Pre-Construction Hydrologic Monitoring Data, Master Plan Update Improvements, Seattle-Tacoma International Airport

Transmittal form from Parametrix, Inc. (Jim Kelley) to Ann Kenny, Department of Ecology Northwest Regional Office, dated January 3, 2002, transmitting pre-construction hydrologic monitoring data for wetlands near the Third Runway embankment at Seattle-Tacoma International Airport. Required by conditions D1g, D5, and D6g of Water Quality Certification #1996-4-02325 (Amended-1), September 23, 2001. Project Number 556-2912-01-01-41D,

    Third runway? Let’s be clear

This circa-2002 community advocacy document from the Regional Commission on Airport Affairs opposes construction of a third runway at Seattle-Tacoma International Airport, arguing that the Port of Seattle lacked required environmental permits, had already spent over $300 million, and that the project posed serious risks to local wetlands, fish habitat, and watersheds affecting 150,000 south county residents. The document also highlights a controversial proposal to transport arsenic-laden fill material via a conveyor belt through Des Moines Beach Park and Des Moines Creek to the airport construction site. Residents are urged to contact Port commissioners and local city council members to halt the project.

    EXH AR025100: Deposition Edward O’Brien — ACC v. Ecology & Port, PCHB No. 01-133

This document is a deposition of Edward O'Brien, taken on December 21, 2001, as part of a Pollution Control Hearings Board case in Washington State involving the Airport Communities Coalition challenging the Department of Ecology and the Port of Seattle. O'Brien discusses stormwater management techniques, including infiltration facilities, which can be used to treat stormwater quality and mitigate low-flow impacts on surface water systems connected to groundwater. He explains that while infiltration can delay and filter stormwater flows through soil profiles, precise control over timing and flow rates is limited and depends on site-specific soil and hydrological conditions.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
